PAGCOR Orders Closure of All Casinos, Other Gaming Establishment in Response to Covid-19 Crisis

PAGCOR, the Philippine gambling regulator, announced in a Sunday statement that it is suspending all gaming operations with immediate effect in response to the growing global coronavirus crisis.

The number of confirmed Covid-19 cases in the Philippines has reached 140 as of today, March 16, and 12 patients infected with the virus have died.

In line with an order issued by Philippine President Rodrigo Duterte that Metro Manila be put under community quarantine to prevent the further spread of the dangerous virus, PAGCOR said Sunday that it has moved to immediately suspend all gaming operations.

The suspension involves the closure of land-based casinos, both ones owned and operated by PAGCOR as well as all casino properties, including integrated casino resorts, run by private companies.

PAGCOR’s suspension order also affects electronic games (eGames), bingo (traditional and electronic), sports betting facilities, poker and slot machine clubs as well as other operations that are licensed and regulated by PAGCOR.

The closure of gambling facilities will last for the duration of the nearly one-month National Capital Region community quarantine that was recently imposed by the government.

PAGCOR said in its Sunday statement that restaurants and food outlets located within the gaming areas may remain open, in accordance with a directive from Executive Secretary Salvador Medialdea.

Hotels that house casinos and other gaming facilities may, too, remain open and continue to accommodate guests, but are urged to cancel any large functions and events.

Quarantine to Affect Offshore Gambling Operations, Too

The Philippine gambling regulator said that Philippine offshore gaming operations (POGOs) will also be affected by the recently enforced community quarantine. As per the regulator’s statement, “only a minimum number of [POGO] workers will be allowed in their workplaces.”

The rest of the employees at online gambling operators providing their services from within Metro Manila will be “restricted to their respective living quarters where they will observe social distancing and quarantine protocols.”

The community quarantine restricts movement in Metro Manila to accessing basic necessities and work. As part of the measures implemented by the Philippine government to contain the spread of the coronavirus, curfew in Manila City from 8 pm to 5 am is set to take effect today.

PAGCOR said that it “believes in the seriousness of the Covid-19 situation” and that it supports the “government’s extreme effort in containing the virus.”

The regulator went on that for its part, it has decided to prohibit all public gatherings across gaming venues it owns as well as across the licensed gaming properties it regulates. The measure aims to ensure the safety of both people employed in the gaming industry and customers, and “eventually the general public.”

Atlantic City Seeks Court Order for Trump Plaza Demolition

Atlantic City’s top officials are set to ask a judge to order the immediate demolition of Trump Plaza after Mayor Marty Small said earlier this year that his administration’s goal would be to remove “the biggest eyesore in town.”

And while the city is seeking a court ruling for the demolition of the nearly 40-year-old building, its current owner said that preparations for tearing it down are already underway.

Trump Plaza was one of four hotel and casino resorts to close in Atlantic City in 2014 as a result from increased regional competition and oversaturation of the city’s gaming market. The property was once owned by US President Donald Trump.

Its current owner is New York activist investor Carl Icahn. Mr. Icahn previously announced that his plans for the shuttered casino resort involved its demolition to open room for new development. The property was expected to be imploded in the spring of 2018.

However, the demolition was postponed to the fall of that year because Atlantic City was just about to enter its most tourism-heavy months. According to reports from local news outlets from 2018, Mr. Icahn was apparently yet to obtain the required permits for the demolition of the 39-story building, which it is still unclear if he has eventually obtained.

Trump Plaza Now Classified as Imminent Risk to Public Safety

Mayor Small’s administration is looking to finally have the building torn down after pieces of its facade tore loose and crashed to the sidewalk in recent days.

City building department officials and firefighters inspected Trump Plaza following the incident to determine it is an imminent risk to public safety. Atlantic City Fire Chief Scott Evans said Thursday that there are “five big holes in this building” and that they are going to see more panels fall, which “poses threat to the surrounding area.”

Mayor Small said during a Thursday press event that his administration would file the necessary papers in the Superior Court, asking a judge to order the immediate demolition of Trump Plaza.

However, Mr. Icahn said yesterday that he has already announced plans to tear the former casino down. Hunter Gary, President of Real Estate for Icahn Enterprises, said Thursday that they are puzzled by Mayor Small’s actions and that they have commenced the process of demolishing Trump Plaza, including finalizing the necessary contracts.

Mr. Gary went on that “if the mayor had simply called us instead of holding a press conference, we could have updated him as well.”

On The Same Page

Mayor Small said during his press conference that his administration and Mr. Icahn have been holding talks over the demolition of the shuttered property for several weeks now and that “we are both on the same page about seeing this building demolished, but maybe with different paths.”

Icahn Enterprises did not provide a timeline for the demolition of the deteriorating building.

Mayor Small said earlier this year in his unofficial State of the City address that he wanted to see Trump Plaza torn down and that the former resort was “an embarrassment, it’s blight on our skyline, and that’s the biggest eyesore in town.”

Betfred Founders Buy 3% Stake in William Hill Triggering Tie-Up Speculations

Billionaire brothers Fred and Peter Done, who co-founded bookmaker Betfred in 1967, announced on Monday that they have purchased a 3.03% stake in rival betting operator William Hill.

The Monday announcement triggered speculations that the Betfred founders might be interested in acquiring William Hill’s UK retail estate or even in combining Betfred with its rival bookmaker.

According to some analysts, the fact that the Done brothers bought a stake in William Hill through Betfred’s main retail subsidiary (Done Brothers (Cash Betting) Limited) could be a precursor to a potential offer by Betfred to acquire William Hill’s betting shops chain.

William Hill was forced to close more than 700 betting shops around the UK to offset the losses caused by the Government’s crackdown on fixed-odds betting terminals. The company’s retail estate currently counts 1,568 betting shops.

Betfred runs around 1,500 shops across the UK. If the bookmaker acquires its rival’s chain of betting shops, that would place it on a par with GVC Holdings, whose Ladbrokes and Coral brands currently manage about 3,000 betting shops.

According to a betting industry insider, Fred Done has long been eyeing William Hill’s real estate. “The question, as ever with Fred, will be what he’s willing to pay,” the unnamed source told The Times.

Undervalued William Hill

While some analysts believe that Monday’s stake purchase is a clear sign of a transaction involving the two bookmakers coming up, others said that it is more likely the Done brothers believe William Hill is undervalued and many fail to recognize the potential of its US sports betting business.

A spokesperson for Betfred confirmed that Fred Done believed William Hill to be undervalued, even though the legacy British betting operator was “the frontrunner” in the US sports betting field.

The Betfred spokesperson declined to comment on whether the Done brothers might be interested in acquiring some of William Hill’s business or the entire company.

Betfred itself has been looking to expand in the nascent US wagering market. The company has so far secured betting partners in Colorado, Iowa, and Pennsylvania, but will certainly form more partnerships in other states where athletic gambling is legal or is about to become legal.

As for William Hill, the company’s US division runs the majority of sportsbooks across Nevada and has been able to expand in more states thanks to a partnership with major casino operator Eldorado Resorts.

The British bookmaker also recently penned a sports media partnership with CBS Sports that provided William Hill with exclusive rights to promote its brand across the media giant’s broad range of digital platforms.

As Betfred seeks to grow its footprint in the US, the company approaching William Hill over a potential tie-up seems like a logical step.
