Milwaukee Bucks, Boston Celtics are NBA Championship Favorites at Postseason Start

The 2023 NBA Playoffs tip off on Saturday with 16 teams in the hunt for the title. The Milwaukee Bucks are the consensus favorite to win the 2022-23 NBA championship at +265 odds according to DraftKings. The Boston Celtics, last postseason’s runner up, are right behind the Bucks at +310 odds.

The Phoenix Suns acquired superstar forward Kevin Durant at the trade deadline, and they became a popular pick to win the title. Celtics: Title Favorites for 19 Weeks

The Warriors are a team that’s built to peak in the postseason. They survived a bumpy season that began with a blowup between forward Draymond Green and sixth man Jordan Poole. A media circus ensued, but the Warriors quickly put the incident behind them. They were more worried about the long-term health of Steph Curry, who sustained a left shoulder injury and lower leg injury this season. Curry insists he’s 100% healthy at the start of the playoffs, and so long as he’s on the court, the Warriors will always have a chance to compete for a title.

The Warriors surprised everyone with their magical championship run last season, but fans expect them to “flip the switch” once again this postseason. The Warriors are +900 odds to repeat as champions.

No Love for the Nuggets, Lots of Love for the Lakers

The Denver Nuggets secured the #1 seed in the Western Conference, and NBA All-Star center Nikola Jokic is on the short list to win a third-straight MVP. However, oddsmakers and bettors are reticent to back the Nuggets after Durant tipped the balance of power in the west.

The Nuggets are currently +1100 odds to win the championship as the third highest team from the conference on the futures board, and the sixth highest team overall.

The $10 Million Bet on the Sacramento Kings

The Sacramento Kings finally ended a 16-year postseason drought and qualified for the playoffs for the first time since 2006. The lowly Kings spent the last decade or more as the doormat in the Pacific Division before they shocked the world by winning a divisional crown and securing the #3 seed in the Western Conference.

The young Kings lack postseason experience, and have a tough draw against the #6 Warriors in the opening round. Academy of Country Music Announces Casino of the Year Nominees

The Academy of Country Music (ACM) Awards has announced its nominees for “Country Music’s Party of the Year,” scheduled for next month on Thursday, May 11.

Among the list of nominees are 11 casinos that are finalists for two categories: “Casino of the Year — Theater” and “Casino of the Year — Arena.” The 58th edition of the ACM Awards will stream live exclusively on Amazon Prime from the Ford Center at The Star in Frisco, Texas.

The ACMs left Las Vegas last year after hosting its annual awards shindig at Mandalay Bay since 2003.

Country music icons Dolly Parton and Garth Brooks are slated to cohost the 58th ACMs. And for the gaming industry, the focus of the star-studded gala will be learning which casinos come out on top as it relates to hosting country music concerts and festivals.

Along with the Country Music Awards, the ACM Awards are some of the most prestigious prizes in all of country music. But while the CMAs are fully fan-voted, only members of the ACM elect nominees and vote on the finalists. The ACM includes nearly 5,000 members.

The ACMs are headlined by the “Entertainer of the Year” category. Its 2023 nominees include Jason Aldean, Kane Brown, Luke Combs, Miranda Lambert, Chris Stapleton, Carrie Underwood, and Morgan Wallen.

Casino Categories

Another distinction between the CMAs and ACMs is that only the latter recognizes the importance that commercial and tribal casinos have on the country music industry.

The ACMs began honoring casino venues in 1998 with the introduction of the “Casino of the Year” category. The award for the 2013 show was split into categories based on venue capacity, with casino categories for small, medium, and large capacity venues being honored from 2013 through 2018.

For the 2019 show, the ACM again modified its casino recognitions to include “Theater” and “Arena” components. To qualify, a venue must host at least five country music concerts or dates a year.

The 2023 “Casino of the Year — Theater” class includes Deadwood Mountain Grand, Golden Nugget Lake Charles in Louisiana, Resorts World Theatre at Resorts World Las Vegas, Seminole Hard Rock Hotel & Casino in Hollywood, Fla., and Soaring Eagle in Mount Pleasant, Mich.

The 2023 “Casino of the Year — Arena” nominees include Ontario’s Fallsview Casino Resort, Harrah’s Council Bluffs in Iowa, Harveys Lake Tahoe in Nevada, Mystic Lake Casino Showroom in Prior Lake, Minn., North Quest Resort & Casino in Airway Heights, Wash., and Turning Stone Resort Casino in Upstate New York’s Verona.

Previous Winners

MGM Grand Garden Arena in Las Vegas was the casino arena of the year in 2019 and Mohegan Sun Arena took the honors in 2021. There was no awards ceremony in 2020 because of the pandemic.

As for the best casino theaters, The Joint at the Hard Rock Hotel & Casino Tulsa won the award in 2019 and Choctaw Casino & Resort in Durant, Okla., received the decoration for 2021.

IGT and Will Hill Extend Rhode Island Lottery Sportsbetting Contract

IGT was formerly based in Las Vegas Nevada, but a successful acquisition by GTECH, formed in West Greenwich, Rhode Island, and later merged with Italian lottery giant and online game supplier Lottomatica/Spielo/GTECH saw the company assume its base of operations in the parent company’s home state and relinquish the legendary brand name along with all other acquired assets.

IGT Playsports Tech with William Hill Operations are a Good Match for Rhode Island

The extended contract with RIL will see IGT continue to seamlessly power sports betting in the state through the lottery with its IGT PlaySports solution along with its commercial partner William Hill US.

Bettors inside the state’s borders can continue to use the RIL Sportsbook Rhode Island app as well as access the sportsbooks at Bally’s Tiverton Casino & Hotel and Bally’s Twin River Lincoln Casino Resort.

Bally’s recently introduced a model to the state legislature there to create legislation that would allow the company to offer online casino games statewide via servers located at the two casinos. Online casino games and execution would be managed through the RIL, according to the plan.

Rhode Island Lottery director, Mark Furcolo talked about the extended contract and mentioned how happy the agency has been with the non-lapsed agreement over the last half-decade. He made particular note of William Hill’s operational experience working in concert with the world-class IGT technology.

Joe Asher, IGT’s president of Sports Betting commented that Rhode Island was “one of the early adopters [of newly legalized state-level sports betting]

in the post-PASPA era.” He noted that the state was a pioneer in adapting to it in 2018. Asher said that IGT is happy “to continue driving Rhode Island’s sports betting growth.”

Rhode Island is home to very loyal sports fans who love following their New England-based teams.” He added inter alia: “Enhancements IGT has made to the Lottery’s sports betting platform and app [will help]

provide fans with a convenient and intuitive player experience [and provide the state with]

strong returns that support the Lottery’s commitment to generating revenue for good causes.”

IGT is the exclusive supplier of lottery solutions such as traditional lottery, instant win tickets, video lottery terminals (casino “slots”), and internet lottery games in the state. That contract was recently extended until 2043 guaranteeing IGT exclusive rights to provide those games and services for another 20 years.

IGT Cut Through the Fog of Four Administrations to Clear other Ground

On an unrelated note, IGT recently sued the Department of Justice in US District Court in Rhode Island seeking a final answer one way or another (Declaratory Judgement) on whether the Wire Act of 1961 applied to interstate lottery business or anything else other than sportsbetting. The court declared that it applies only to sportsbetting, which would seem to have opened the door to cross-border online casino games in every state, but the ruling came with a cryptic caveat.

In the Motion for Summary Judgment the court held that “as to the parties now before it, the Wire Act applies only tobets or wagers on any sporting event or contest,’ leaving an unhealed wound on the gaming industry that has been open since the last Bush administration.

For background:

The Bush DOJ said all state-to-state and offshore online gambling not specifically carved out, such as horse race betting in the US, was illegal.

The Obama administration’s Office of Legal Counsel (DoJ) issued an opinion stating that the law only affected sports betting “over the wires”.

The Sessions DOJ under former President Trump reversed that opinion and proceeded with threats of prosecution against lottery operators who sold online products within their own state but whose traffic flowed through servers in other states.

Finally, the Biden administration made its position clear by not defending or prosecuting lawsuits originating in the previous administration. However, the Garland DOJ did attempt to have the recent IGT suit dismissed stating in its filing: “ [The] threat of future prosecutions [is]

too speculative an injury to confer Article III standing.

Earlier IGT Legal Action Could Become Catalyst

Further off the beaten path, it may be of interest that the decision could have facilitated a radical change in the business direction of the world’s biggest lottery company based on total combined wagers. IGT has annual revenue of circa $4.2 billion. As an “end to end” game company it manages about $30 billion in global lottery business each year

Interestingly, the former CEO of IGT’s International Interactive division announced last year that his new firm Games Global Ltd had acquired most of the assets of Microgaming Systems – one of the biggest online gambling companies in the world and players in the game since the 1990s.

A negative outcome in the Rhode Island lawsuit could have given IGT the direction in regulatory compliance they needed to protect existing assets in US internet markets. The positive decision could have given Microgaming (Games Global) and other international and offshore operators an opening to re-enter the US market that they abandoned following the passage of the Unlawful Internet Gambling Enforcement Act (UIGEA) of 2016. That law focused on making payment processing a crime to “illegal online casinos” which were never “illegal” in the first place.

However, the law and its “guidance” impedes and punish US financial institutions rather than addressing the legality of online gambling itself. Without cooperation from US payment processors, interstate and offshore online gambling on the operator’s end can only be accomplished in violation of other laws, specifically “money laundering”. This “catch-22” is most likely what has stopped any current offshore operators from promoting their games and casinos in the US market after the ruling by the United States District Court for the District of Rhode Island. Said “Guidance” can be found on the Federal Trade Commission website as well as the Federal Deposit Insurance Corporation’s (FDIC) online portal (.PDF).

There is currently no known legal reason why US-based operators have not taken the leap to launch nationwide online casinos, save that single cryptic caveat: “…as to the parties now before it”.

Washington State Woman with TB Faces Jail After Casino Visit

An unnamed Tacoma, Wash. woman who refuses to isolate with tuberculosis (TB) has visited an area casino at least once, according to court documents seen by The Tacoma News Tribune.

The woman, identified in filings only as “V.N.,” has been ordered by the Pierce County Superior Court to isolate and receive treatment for the disease. But thus far, she has failed to comply, The News Tribune reports.

V.N. has had the disease for over a year and has ignored over a dozen court orders.

On March 2, the woman was found to be in contempt of those orders and a warrant was issued for her arrest. Nevertheless, as of April 5, she remained at large and continued to avoid detention, according to court documents filed last week.

At the time of publication, it is not clear whether V.N. has been apprehended by the Pierce County Sheriff’s Office.

Public Consumption

A corrections officer has been assigned to surveil the respondent to “determine her habits in order to execute the warrant in a safe manner,” according to the filings.

The officer “observed a person they believed to be respondent leave her residence, get onto a city bus, and arrive at a local casino,” the documents said.

While TB is a life-threatening bacterial infection that attacks the lungs, frequent visitors to Tacoma-area casinos probably shouldn’t panic. Transmission usually occurs only after prolonged, frequent, or close contact with an infected individual.

That means it is far more likely to be transferred between members of the same household. Even then, 90% of those infected are asymptomatic and cannot pass on the disease. This is known as latent TB. For the 10% who develop active TB, the deathrate is around 66% if effective treatment is not received.

Global Killer

In 2021, the disease killed around 1.6 million people worldwide, according to the World Health Organization. Just 526 of those deaths occurred in the US, per figures from the CDC. Washington state averages around 200 cases per year, according to the Tacoma-Pierce County Health Department (TPCHD).

Treatment for active TB involves prolonged antibiotics courses of between four and 20 weeks because some strains of the disease are resistant to certain medications. This is something V.N. shows no willingness to be subjected to, according to court filings.

In a blog post days before V.N.’s arrest warrant was issued, the TPCHD admitted that such cases involve a fine balance between the risk to the public and the civil liberties of the patient.

“We are always hopeful a patient will choose to comply voluntarily. Seeking to enforce a court order through a civil arrest warrant is always our last resort,” the health department said.
