The incoming chair of the Nevada Gaming Commission said in an interview this past week she’s eager to taking on the “new challenge” the regulatory body presents.

Jennifer Togliatti spoke with Howard Stutz of The Nevada Independent on Thursday. The former Clark County deputy prosecutor and state district judge was appointed by Gov. Steve Sisolak to the chair on Oct. 8. She will be the first female to ever lead the NGC.

Togliatti said she considered it an honor to be the first chairwoman in the NGC’s history.

While not having experience in gaming law, Togliatti said she reached out to colleagues who work in the field and received their encouragement. She applied for the position online, according to the article.

I feel like I still have a lot to contribute in serving the public and I felt like this was an interesting and new challenge for me,” she told the news site.

The commission is set to meet on Thursday. However, Togliatti will not officially become the chair until next month. Commissioner Steven Cohen will serve as acting chair at this week’s hearing.

Previously Considered for Federal Judge Position

Nearly two years ago, Togliatti was nominated by then-President Donald Trump to serve as a federal judge in Nevada’s US district court after US District Judge James Mahan assumed senior status in June 2018. The state’s two Democratic US senators backed her nomination. However, the US Senate failed to approve her before its term ended on Jan. 2.

Togliatti served as a judge for Nevada’s Eighth Judicial District, which covers Clark County, for 16 years before retiring on Jan. 2, 2019. From 2011 to 2014, she served as its chief judge.

After retiring from the local bench, Togliatti moved into private mediation with Advanced Resolution Management. One of her big cases as a mediator was to help reach an $800 million settlement between MGM Resorts and victims of the Route 91 Harvest Festival mass shooting, which occurred on Oct. 1, 2017.

As the commission is a part-time role, the article stated Togliatti will be able to maintain her job as a private mediator.

Sisolak Appoints Two to Nevada Gaming Commission

Sisolak made two appointments to the commission on Oct. 8. The other was former Nevada state Sen. Ben Kieckhefer. The three-term Reno Republican stepped down from his term-limited seat prior to the Democratic governor’s announcement. He was not eligible to run for the seat next year.

“Both Judge Togliatti and Sen. Kieckhefer are highly qualified appointments to these positions, and I am glad to have them continue their service to the Silver State by serving on the Nevada Gaming Commission,” Sisolak said in a statement. “This commission is the gold standard of gaming regulation, and these appointments will continue to honor that.”

Appointments to the commission are for four years.

Togliatti and Kieckhefer will replace former Chairman John Moran, who retired in September, and Deborah Fuetsch, who resigned in May.

The gaming commission is one of two state regulatory bodies that oversee gaming in Nevada. The governor appoints members to both the five-seat NGC and the three-seat Nevada Gaming Control Board (NGCB).

The NGCB was established in 1955. It conducts investigations, reviews license applications, and oversees the collection of gaming taxes. It also enacts policies that enforce state gaming laws and regulations.

Four years later, state lawmakers created the NGC. The commission acts on the NGCB’s recommendations for licensing applications, giving it the authority to approve or deny individuals and companies seeking to work in gaming.

The NGCB also serves as a prosecutorial agency when it believes a licensee has committed a violation. In those instances, it’s the NGC that serves as the adjudicator to determine if any punishment is warranted.

The Impact of the COVID – 19 Pandemic

Although this initiative of the National Football League is a very promising effort to expand globally, it faces several problems which have been mostly attributed to the COVID – 19 pandemic. The issues the NFL Academy faces is that there have not been real football games for the athletes in this program to participate in yet, and they aim to send these student athletes to visit some United States college football summer camp programs as well.

It is great news to hear that the NFL Academy in London has scheduled a game this Saturday, October 23^rd, 2021 when they are set to play a real game against a freshman squad from the University of East Anglia. Besides the COVID – 19 pandemic it has also been a challenge for the NFL Academy to find willing opponents of the same age group in order to schedule a fair game for these aspiring student athletes to play in.

Other games have been planned versus other University teams, academies located in both Sweden and France, and some other games are planned for the NFL Academy to play American football against European national teams who have American football programs there. This is just another example of how the COVID – 19 pandemic has interfered with international activities all across the world. Hopefully, the popularity of this program and others like it can overcome the devastation of the COVID – 19 pandemic and any other challenges that it faces.

The Importance of Game Film

It is very important for games to be played in order for the student athletes in the NFL Academy to have game film to send in for players looking to switch to a High School in the United States of America or be granted a scholarship to a University in the U. S. A. Hopefully now that games are being scheduled for the NFL Academy there will be some solid game film for the coaches and admissions officials overseas to review so that they are familiar with these individuals looking to come to the United States and play American football at either the high school or collegiate level.

The NFL Expansion Plans

The National Football League has been focusing on expanding its reach internationally to Europe as well as other continents. The NFL Academy based in London, England is a huge example of this especially as the NFL has been hosting a couple of their regular season games in London every year for the past several years or so. The National Football League just featured two games over the past couple of weeks in London, England. They play at huge venues too such as Wembley Stadium and Tottenham Hotspur Stadium as well.

In order to bring awareness of the NFL Academy the National Football League has sent ambassadors like the great Super Bowl Champion and Hall of Fame wide receiver, Jerry Rice, overseas for the opening of the academy’s gym/training facility. The National Football League is looking to replicate the model of the NFL Academy located in London, England by creating a similar program in Germany once the NFL begins bringing some NFL regular season games to Germany in the near future. The National Football League has expressed interest in the past of possibly relocating an NFL franchise such as the Jacksonville Jaguars to London or another major European city with a strong NFL presence and following already. These are all great initiatives by the National Football League as they attempt to expand globally in the future, and bring the great game of American football to other regions of the world.

“In the future and as early as next summer we’ll do those sorts of tours because actually what you need to do with these guys if they’re good enough, is they need that exposure out in the U.S.,” says the head of NFL Academy relations, Seni Majekodunmi. “Colleges need to see them; coaches need to see them. It’s not all about trying to get these guys to the NFL. Education reigns supreme. The number of kids who are going to make it out of this group is going to be really slim so they need to have that plan B.”

“Coaches want to see those guys compete against American kids,” NFL Academy advocate Brandon Collier confirmed. “I know for sure there is a lot of talent that’s coming through (the academy). It’s like how anything works, it’s kind of who you know and the exposure. You need the trust of the college coaches. (Even without the games, a lot of players) love the NFL brand and rightfully so. It’s the most powerful football brand in the world.”

“I devote everything I have to the game because this is my chance to not only play football at the next level but also get a university education,” NFL Academy tight end Peter Clarke stated. “I’m one of the first people in my family that will ever be able to go to university, so it’s a big thing for me.”

The Jacksonville Jags ran their play, made first down, called a timeout with only one second left, and Matthew Wright kicked another field goal, time from 53 – yards out, in order to secure a much – needed win.

With the Jacksonville Jaguars’ last victory having come during their 2020 – 2021 NFL season opener, this win in London snapped their current 20 – game losing streak which was the second – longest in the National Football League during the Super Bowl era. This victory also marked the first NFL win for the Jacksonville Jaguars’ head coach, Urban Meyer.

The Jacksonville Jaguars’ quarterback, Trevor Lawrence, has always been considered to become an NFL superstar since he was 14 – years – old, yet it was a guy who was working as a software engineer several weeks ago that fortified this victory in which both Lawrence and Meyer claimed they will never forget.

The Jacksonville Jaguars’ place kicker, Matthew Wright, had just 4 previous field goal attempts in the NFL before the 25 – year – old was signed to the Jacksonville Jaguars’ practice squad on September 27^th, 2021. Even though Wright created the late – game heroics for the Jacksonville Jaguars, Lawrence completed 25 of his 41 pass attempts good for 319 passing yards which is the most that the 22 – year – old quarterback has been able to manage during Trevor’s short and uneventful NFL career.

The Miami Dolphins’ quarterback, Tua Tagovailoa, who just returned to game action after missing the past 3 weeks on the sidelines with cracked ribs, had 324 passing yards including 2 touchdown throws to Jaylen Waddle, but that solid effort was not enough to stop the Miami Dolphins from slipping to an overall record of 1 and 5 as the Miami Dolphins have failed to win a football game since their 2021 – 2022 NFL season opener.

A Clark County commissioner says enough money has finally come in to begin changing McCarran International Airport’s name to honor former US Senate Majority Leader Harry Reid (D).

Commissioner Tick Segerblom told the Las Vegas Review-Journal the county has raised the $4.2 million in private donations needed to begin changing the signs at the airport. Segerblom and airport officials did not say when the changeover will occur. Segerblom indicated it could happen soon. 

McCarran Airport is south of the Las Vegas city limits, just east of the Strip near the Tropicana, MGM Grand, and other major resorts. Because of its location, it falls under the County Commission’s jurisdiction.

An airport spokesperson confirmed for the newspaper that donors have contributed the minimum amount needed to begin changing the airport name. The county can now finalize plans with the Federal Aviation Administration and the Nevada Department of Transportation. That process will lead to the hiring of a contractor to begin the work.

Segerblom, a former state legislator who proposed the name change, has pledged that the full amount needed for signage and other administrative changes will come from private donors, not taxpayers. Earlier this year, the County Commission voted unanimously to approve the change.  

Major Donors

Through Sept. 30, the County Commission received $2.13 million in donations, according to a commission agenda posted online last week. 

The commission on Tuesday is scheduled to receive an update on the money raised so far. Segerblom’s remark this week that the $4.2 million threshold has been reached indicates that more than $2 million in commitments have been finalized since Oct. 1.

The contributions listed on the County Commission website last week include separate $1 million donations from Bill and Judy Boyd and $1 million from Billy and Susan Walters.

Bill Boyd is cofounder of Boyd Gaming and co-executive chairman of the casino company’s board.

Billy Walters is a Las Vegas gambler convicted of insider trading in 2017. President Donald Trump later pardoned Walters.

Segerblom has said Las Vegas business executive Stephen Cloobeck has pledged $1 million. His donation did not show up on the county website list of contributors through Sept. 30. 

Smaller contribution have come in from other prominent Nevadans. These include $50,000 from former MGM Resorts CEO Jim Murren’s family foundation and $75,000 from former Nevada gaming regulator Frank Schreck’s law firm. Former US Rep. Shelley Berkley (D) contributed $5,000.

McCarran’s Legacy

The airport is named for former US Sen. Pat McCarran, also a Democrat, who was supportive of civil aviation and the creation of the US Air Force after World War II. However, McCarran, born in Reno 11 years after the Civil War ended, has been criticized for racist and anti-Semitic rhetoric. He died in 1954.

Segerblom told the newspaper he views the airport name change as a part of the national Black Lives Matter movement and removal of Confederate statues around the country. 

Truthfully, Harry has done more for the state of Nevada than anyone has done, or probably ever will do,” he told the newspaper.

Others have suggested the airport should be called Las Vegas International Airport instead of being named for politicians.
