Slots a Fun (Re)Introduces Coin Slots to Vegas Strip

Circus Circus updated its Slots a Fun floor on Friday. Or, more accurately, they downdated it.

The separate casino area, located next to Circus Circus’ main building, now features 85 coin-operated slot machines, many from the last millennium. (Technically, the mix of 25 cents, $1 and $5 machines are operated by tokens that need to be purchased.)

Ticket Out of Here

Coin slots began disappearing from casino floors across the US by the mid-2000s, as Ticket In Ticket Out (TITO) vouchers replaced almost all of them.

For casinos, TITO machines — developed in 1992 by MGM Corporation — eliminated the labor-intensive cost of having to continually empty hoppers of coins. Because of reduced cash handling, they also streamlined accounting procedures.

Paper money and vouchers also put less wear and tear on machines than coins do.

The problem with the newer machines, however, is that lots of gamblers miss the feel of coin slots and the big plastic barrels that got heavier when coin avalanches kerplunked into them.

This is why TITO machine manufacturers still replicate the sound of change dropping into the payout tray during jackpots.

Tokens of Their Appreciation

If the coin machines aren’t enough of a time portal to entice a visit curing your next Strip sojourn, Slots a Fun also features $2 beers, hot dogs, and shrimp cocktails. And 20 table games have been reintroduced into  its 8,000 feet of gaming space — all with $5 minimums.

‘Accountant to the Stars’ Avoids Prison in Wayne Nix Case

An accountant for former minor league baseball player turned illegal bookie Wayne Nix was spared a prison sentence Tuesday for lying to federal agents.

William Eric Fulton, 60, is the founder and managing partner of Fulton Management, whose clients have included MMA champion Connor McGregor and Hollywood star Channing Tatum. They also included Nix, who for two decades ran an illegal gambling operation that handled bets for professional athletes.

Last July, Fulton pleaded guilty in a federal court in Los Angeles to one charge of making false statements. This related to untruthful information he provided during interviews about Nix’s operation with Homeland Security and the IRS.

Bookkeeper to a Bookie

Fulton supplied accounting, bookkeeping, and tax preparation services for      Nis. He gave the bookie a $1.25 million no interest loan to pay his gambling clients when he needed access to liquidity. He also placed bets with Nix himself and recommended Nix’s services to at least one of his other clients, according to prosecutors.

In short, defendant and the company knowingly operated as a de facto back office for the Nix gambling business, making payments, moving funds, extending financing, and conducting bookkeeping and administrative tasks that allowed the Nix gambling business to continue to operate,” prosecutors wrote in their sentencing memorandum.

But their demands for a robust sentence on the grounds that Fulton was an “organizer” of the operation were rejected by U.S. District Judge Dolly Gee on Tuesday. She determined that the accountant played a minor role in the sports betting business.

Gee sentenced Fulton to one year probation and ordered him to pay a fine of $673,290. The sentence acknowledged Fulton’s remorse and otherwise good reputation and standing.

The accountant was listed as one of Hollywood’s most powerful business managers by The Hollywood Reporter in 2015.

Scott Sibella Scandal

As for Nix, he pleaded guilty in April 2022 to a count of conspiracy to operate an illegal gambling business and a count of subscribing to a false tax return. He awaits sentencing.

Former LA Dodgers outfielder Yasiel Puig was also embroiled in the case as one of Nix’s betting clients. He initially accepted a plea deal that would have seen him admit to lying to federal agents but subsequently pleaded not guilty. If convicted, he faces up to five years in prison.

Meanwhile, in September 2023, president and chief operating officer of Resorts World Las Vegas, Scott Sibella, was fired by the casino because of his association with Nix.  

In January, Sibella pleaded guilty to charges that could also send him to prison for five years. According to Sibella’s plea agreement, he was aware of Nix’s illegal betting operations but still allowed him to gamble at the MGM Grand from 2010 to 2019 when he served as its president. That was a violation of anti-money laundering laws, according to prosecutors.

Study: Sports Betting Regulations Can Have Adverse Effects, Drive Consumers Offshore

A new study concludes that sports betting regulations designed to protect athletes can have adverse impacts and drive consumers to offshore sportsbooks.

The International Betting Integrity Association (IBIA) in Belgium recently commissioned a study to determine how policymakers unknowingly impact a market and fuel activity they sought to prevent through regulations. The IBIA probe was conducted by H2 Gambling Capital, a data intelligence firm based in England focused on the global gaming industry.

The study — “The Availability of Sports Betting Products: An Economic and Integrity Analysis” — makes several key assumptions based on the review. One highlight researchers discovered is that when regulators prohibit certain bets, that often prompts bettors to seek those options in unregulated markets.

“The central finding of the study is that alongside other regulatory and economic factors — including taxation and advertising policy — there is a strong correlation between the availability of sports betting products and onshore channeling,” the report’s executive summary read.

Regulations Drive Offshore Activity  

H2 Gambling said it compiled anonymized data from IBIA members in 12 markets where sports betting is allowed. Those jurisdictions included Australia, Brazil, Canada (excluding Ontario), Denmark, Germany, Great Britain, Italy, Netherlands, Ontario, Portugal, Spain, and Sweden. The US was excluded because of the bespoke regulatory model that varies from state to state.

Researchers found that when a market excludes a type of bet, with one example being a player prop, bettors wishing to make such a wager won’t simply fold on that endeavor but will instead seek a business willing to accept the bet. In the US, player props involving college student-athletes are banned in nearly all of the 38 states that have legal sports betting.

NCAA President Charlie Baker says college player props increase the likelihood of players being harassed and threatened on social media and in person. IBIA researchers, however, say banning those bets doesn’t eradicate such wagers but instead fuels bettors to offshore sportsbooks.

While politically attractive, this study confirms that bet restrictions are a blunt and counterproductive instrument,” said IBIA CEO Khalid Ali. “They don’t prevent betting; they just drive it into the unregulated market where most of the problems with sports integrity arise.”

Along with protecting student-athletes, prohibiting player props on college sports, Baker and others in favor of prohibiting such bets argue, decreases the risk to game integrity being compromised. With a player prop, a rogue bettor seeking an upper hand might buy off a student-athlete to throw a game.

More Bets, More Onshore Demand

Researchers deduced that the more betting options a market allows, the more demand there is for the regulated environment.

In Great Britain, H2 Gambling investigators calculated that 97% of sports bettors opt to make their wagers through regulated books. The UK is home to an abundance of bets, including politics.

Compare that with Germany, which restricts in-play betting and tends to allow only moneyline, spread, and over/under bets, H2 found that about 40% of bettors patronize unregulated sports betting channels.

“The evidence-based and data-driven analysis in this study shows that sports betting product restrictions adversely impact onshore channeling and that in turn has negative consequences for regulatory oversight and taxable revenues. A market that seeks to maximize the economic impact and social protections achieved via an onshore regulated framework requires a wide sports betting product availability,” the report concluded.
