The Phu Quoc casino, which has been operational since January 2019, is the first and only casino in Vietnam where local citizens are currently allowed to gamble. Over the course of its trial, the casino generated VND 6.4 trillion (approximately $258 million) in revenue and contributed nearly VND 3.69 trillion ($148 million) to the state budget. Despite these contributions, the casino has reported a cumulative loss of VND 3.72 trillion ($150 million), mainly due to high initial depreciation and interest costs.

The financial performance of the Phu Quoc casino has been mixed, with an improvement noted in 2023 compared to the previous year. However, the accumulated losses highlight the challenges faced by the casino in its early years of operation. The trial’s extension aims to provide additional time for a thorough evaluation of these financial outcomes and their implications for the future of local gambling in Vietnam.

Extending the Trial and Broader Implications

A draft decree has been submitted by the Ministry of Finance to the Vietnamese Government, proposing an extension of the trial period for the Phu Quoc casino until the end of 2024. This decree also outlines that other casinos will follow a three-year trial period starting from the date they receive their Certificate of Eligibility for Casino Business.

The Ministry of Finance, in collaboration with other governmental bodies such as the Ministry of Public Security, the Ministry of Planning and Investment, and the Ministry of Culture, Sports, and Tourism, will conduct a comprehensive review of the trial period. This review will be crucial in determining whether the trial will be further extended, altered, or concluded by the end of 2024. Should the Government fail to issue a resolution by the trial’s end, casinos will temporarily suspend allowing Vietnamese citizens to gamble.

The decision to extend the trial reflects Vietnam’s cautious approach to expanding its casino industry to include local participation. Genting NY Casino Bid Could Be Hindered by Las Vegas Controversy, Says CIMB

Genting Bhd’s effort to procure one of the three downstate casino licenses in New York could be damaged by potential regulatory discipline the operator faces in Nevada, according to CIMB Securities.

Last week, the Nevada Gaming Control Board (NGCB) said it is examining financial penalties against Resorts World Las Vegas (RWLV) — Genting’s lone Nevada property — over that venue’s role in allowing known illegal bookmakers to wager there. Nevada regulators alleged that Resorts World Las Vegas not only knowingly allowed those bookies to bet there, but also didn’t scrutinize the source of their cash. That could call into question the veracity of the integrated resort’s anti-money laundering protocols.

We think another risk is that a negative review by the commission could jeopardize Resorts World New York City’s bid,” wrote CIMB analysts in a recent report to clients.

Genting-owned Resorts World New York is a slots-only venue in Queens. The venue has been operational for about 13 years and over that time, it’s delivered more than $4 billion in taxes for the state. That couple with its status as one of the highest-grossing regional casinos in the country despite having no table games has led to speculation that Resorts World New York is almost a lock to win one of three downstate permits.

Genting Could Face Hefty Fine in Nevada

CIMB Securities observed that Resorts World Las Vegas could have to answer for as many as 300 separate violations, which could result in fines totaling $75 million.

It’s also possible that if Nevada regulators want to take a hard line against Genting, RWLV’s non-restricted gaming license could be suspended or even revoked, though the research firm acknowledges that both a fine of that size and revocation of the gaming permit would be unusually harsh punishments.

“Some industry experts say that this is rare and the commission is unlikely to go that far, due to the uncertain long-term impact from taking such a drastic measure,” noted the brokerage firm.

Scott Sibella, the former MGM Resorts International and RWLV executive at the heart of the scandal, pleaded guilty in January to violating the federal Bank Secrecy Act and in May was tagged with $9,500 fine and a $100 special levy. In Nevada, he could face loss of his gaming license and up to $750,000 in fines.

Genting NY Casino Bid Could Withstand Controversy

To date, no New York regulators have commented on whether or not the goings on at Resorts World Las Vegas could endanger Genting’s Empire State ambitions. In New York, the current emphasis is on finding some way to expedite the start of the bidding process for the three downstate casino licenses — something that appears unlikely over the near-term.

About a year ago, rumors surfaced that MGM’s Empire City Casino could also be hampered in its efforts to land one of those permits because of Sibella’s ties to that operator. He served as president of MGM Grand on the Las Vegas Strip for a decade.

However, that’s just speculation and no New York regulator has publicly said the Genting and MGM bids there are in jeopardy due to controversies in Nevada. With both operators already established and known to New York policymakers and with both pledging billions of dollars enhancements to their existing venues and the creation of thousands of new jobs should they win traditional casino licenses, it’s possible their New York ambitions can withstand the Sibella-related imbroglio in Las Vegas.

Macau Casino Pit Boss Allegedly Stole HK$400K in Gaming Chips

A Macau casino pit boss is accused of stealing gaming chips from her employer in the Chinese Special Administrative Region (SAR).

Macau’s Judiciary Police says surveillance video of a nondisclosed casino floor in the city’s ZAPE District (Zona Aterro do Porto Exterior) allegedly shows a female supervisor swindling gaming chips from a roulette table on four different occasions.

Law enforcement contends that the woman, identified only as a 56-year-old local, used double-sided adhesive tape to slyly steal gaming chips. Police believe the woman stole three HK$100K chips on June 1, 3, and July 21. Casino security said they observed the worker allegedly steal a fourth HK$100K token over the weekend.

The total value of the theft — HK$400K — is worth about US$51,400.

Crime Crackdown

Judiciary Police say the woman was caught red-handed over the weekend while in possession of the HK$100K gaming chip and a sticky substance on her one palm. The woman was arrested and charged with aggravated theft.  

Macau’s law enforcement agencies this summer are embarking on a crackdown on illicit activities inside and around casinos. Dubbed “Thunderbolt 2024,” police officers have ramped up their presence throughout the SAR but are focusing on the Cotai and ZAPE districts.

ZAPE is located east of Grand Lisboa, Wynn Macau, and MGM Macau downtown on the city’s main peninsula. The neighborhood is home to several smaller casino hotels including the L’Arc. The Cotai District is home to the Cotai Strip, Macau’s glitzy main drag where five-star ultra-luxury resort casinos dominate the skyline.  

The law enforcement mobilization has resulted in several large-scale criminal takedowns.

Late last week, police apprehended a woman accused of stealing HK$320K (US$41K) from an unsuspecting gambler. On Aug. 1, casino surveillance caught a woman sitting down next to a man playing a table game with a large pile of gaming chips inside a fanny pack, described by Judiciary Police as a “crossbody bag.”

After chatting for roughly three minutes, the woman stood and walked away. Moments later, the man realized his fanny pack was missing HK$320K worth of chips.

After notifying casino security and police being tipped off, the woman was found on surveillance video at another casino in the ZAPE District exchanging the chips for cash. She was located later and arrested, but only HK$82K was recovered. The woman was also charged with aggravated theft.

Non-Casino Raids 

Macau’s Thunderbolt 2024 initiative extends to gambling operations outside of casinos. Law enforcement continues to focus its energies on ridding the region of such illegal gambling hubs and networks, much of which often focus on sports gambling.

Last month, Judiciary Police, in cross-border conjunction with police in Hong Kong and the Guangdong Province, apprehended 93 people suspected to be involved in an illegal sports betting ring. The sting discovered that at least MOP1.08 billion (US$134 million) in illegal bets had allegedly been facilitated by the operation.

Judiciary Police said 50 of the suspects reside in Macau, most notably one of the law enforcement agency’s own in a Macau customs officer.
