MGM Resorts CEO Bill Hornbuckle says he’ll travel to Japan later this month to sign the final two remaining development agreements relating to the company’s $9.3 billion integrated casino resort project in Osaka.

MGM is part of a consortium with Japanese financial services conglomerate Orix Corporation to bring Japan its first casino. The company in April 2022 secured Japan’s first casino license after pitching the central government an integrated resort plan for Yumeshima, an artificial island in Osaka Bay.

MGM and Orix will each control 42.5% of the destination, with the remaining 15% stake held by other financial backers, including Panasonic, Kansai Electric, and West Japan Railway.

Speaking last week at the 2023 Bank of America Gaming and Lodging Conference, Hornbuckle discussed the MGM Osaka project and its repeated delays and redesigns. Hornbuckle says MGM is finally readying to break ground on the IR that will take several years to construct.

“We have spent an extensive amount of time rescoping the project,” Hornbuckle said at the conference. “It’s been a journey.”

MGM has been fixated on Japan for nearly a decade. Former MGM CEO Jim Murren prophesied in 2014 that MGM would open Japan’s “first integrated resort” in Osaka.

Japan’s National Diet legalized up to three commercial casino resorts in 2018. Only MGM Osaka has been licensed to date.   

Final Contracts

Hornbuckle says he will soon travel to Japan where he’ll sign the project’s final two development agreements. One is for a lease of the property and the other is an implementation agreement that will allow work to begin on the resort.

I’m supposed to get on an airplane on September 29 and go to Japan to sign the final two agreements,” Hornbuckle said. “That means we can start in earnest, and to the extent we are able to do that, this will open in 2030.”

Global inflation has ballooned the MGM Osaka price tag by more than $1 billion. But Hornbuckle says the yen depreciating has played into the Las Vegas-based gaming operator’s hand.

The yen’s value against the US dollar has tumbled considerably since the COVID-19 pandemic. The yen’s purchasing power against the US dollar is down more than 25% since November 2020. As of this week, a US dollar is worth about 146 Japanese yen.

MGM officials have often referred to MGM Osaka as a $10 billion project, which could be a more appropriate budget should the yen recover.

The yen is trading at 145 or 147, some silly number right now,” Hornbuckle explained.

The MGM boss isn’t overly worried about the massive spending requirement to bring Japan’s first casino to reality. Hornbuckle cited Japan’s population numbering more than 100 million, including 19 million people in Osaka, as warranting the company’s ongoing financial commitment.

Engineering Marvel

Building a sprawling integrated resort and casino complex on an artificial island is no simple feat. Hornbuckle says the site, which spans more than 100 acres, will soon be ready for construction to break ground.

The MGM chief executive detailed that the casino resort’s frame will go down some 230 feet to reach bedrock. Hornbuckle says the drilling and cementing of the structure’s foundation will likely endure through 2024.

Come early 2025, Hornbuckle hopes, “you’ll begin to see hard construction going up.” MGM is targeting 2030 to welcome its first guests to MGM Osaka.

MGM’s Casino Resort in Osaka Japan Approved by Central Government

mgms_casino_resort_in_osaka_japan_approved_by_central_governmentThe Prime Minister of Japan announced Friday that a key committee had approved the development of an integrated resort casino (IR) in the Prefecture of Osaka.

Prime Minister Fumio Kishida heralded the decision by the Minister of Land, Infrastructure, Transport and Tourism’s review committee to greenlight after a meeting of the Headquarters for the Promotion of Integrated Resort.

MGM Resorts will participate in the operation and own a significant portion of the project along with Orix Corporation, a Japanese financial firm that is listed on the Tokyo and New York stock exchanges. The two firms will reportedly control equal 40% shares.

The resort will be operated by a newco. The consortium will include about 20 local companies.

Long Road to Arrive at Osaka Casino Resort

The central government’s approval comes after years of struggles and delays as there were initial hopes that the supporting legislation and approval could happen in enough time before the 2020 Tokyo Summer Games to capture revenue from the surge in tourism.

However, it wasn’t until 2018 when the Japanese Diet (parliament) finally authorized the construction of integrated resorts (after supporting legislation was passed in 2016) as part of a tourist resort. Several more years passed as the complicated framework was hammered out and the proper political coalitions could be found. The law, originally championed by former Prime Minister Abe finally came into effect in 2021.

The massive casino resort complex on the man-made island of Yumeshima in Osaka Bay will not be opened before the ward of Osak holds the World Expo in 2025. While the target date and final build cost estimates are certain to change over time, it is now expected to cost some US$10 billion to build with an opening anticipated in 2029 or 2030. Current cost estimates range between $8.5m and $13.5 billion (¥1.8 trillion).

Most multi-billion dollar casino developments around the world are allowed to open a temporary casino prior to full completion of the surrounding resort amenities, but Japan is a law unto itself when it comes to such matters. It’s currently unclear how the hotels and conference centers, shopping malls, museums, and ferry terminal will be phased in or if the casino will be allowed to open after certain benchmarks are achieved.

While several regions across the country were initially open for proposals, in recent years it has boiled down to Osaka and possibly Nagasaki. The 2018 legislation authorized the building of up to three IRs.

Already More than 7,000 Gambling Parlors in Japan

While this will be Japan’s first legal casino, gambling on Pachislo slots or pachinko machines that resemble vertical pinball games has always enjoyed a carve-out as a cultural exception. Players left as much as ¥14.6 trillion yen in those machines as of 2021.

More than 7,000 parlors featuring those games are scattered across the county, particularly in high foot-traffic areas such as near train stations. Other forms of gambling that were allowed before the casino bills passed include horse racing, motorboat, and motorcycle racing, bicycle race betting, and a restricted form of soccer betting as well as a lottery.

The MGM/Orix resort is expected to bring around 20 million visitors a year to the area who are expected to spend as much as $8.5b (¥1.14 trillion) each year once the full resort is open. Peak employment for the entire facility is expected to reach as high as 15,000.

Japanese citizens will have to pay a fee for every 24 hours they spend in a casino and there is a cap on the number of times one can visit. Family members will be able to request that any member be excluded from entering the premises.

Nagasaki is Still “in the running”

Asian media reports indicate that while Nagasaki is still “in the running” for a second IR for Japan, that issue didn’t come up at Friday’s meeting. However, GGRAsia reports that it has confirmed with local officials that the authorities in Nagasaki are still in discussions with central government officials about its plan for a casino resort.

The Nagasaki casino resort would be located in Sasebo City next to Huis Ten Bosch theme park, according to currently known plans.

In announcing the IR’s approval, Prime Minister Kishida said: “The Minister of Land, Infrastructure, Transport and Tourism has decided to certify Osaka’s area development plan. Osaka’s IR will contribute to the development of the Kansai region after the 2025 Osaka-Kansai Expo and to the growth of Japan. It is expected that it will become a tourist base that spreads the charm of Japan to the world.”

Earlier, Brian Sandoval President of Global Gaming Development at MGM Resorts said: “We want to provide guests with a new IR destination experience that is uniquely Japanese. Japan is advanced in technology innovation. It is also known as the best in class in terms of hospitality, rich in arts, culture, and food. We respect the spirit of “Omotenashi” and Japanese vibrant traditions. We have already learned so much from Japan that we have been able to export to other markets in which we operate.”

Genting Not Rethinking Decision to Scrap Japan Plans

Japan signed off on Osaka as the destination for the country’s first casino-resort, but that’s not enough to prompt Genting Singapore to revisit its scuttled plans to bid for a gaming license in the country.

Amid news that the Osaka scheme is moving forward, paving the way for MGM Resorts International and Orix to open Japan’s first gaming venue there, Genting Singapore told investors “the company is not currently pursuing a bid to develop an integrated resort project in Osaka or in Japan.”

(We) previously pursued a bid to develop an integrated resort in Yokohama City, but this was discontinued when Yokohama City decided to cancel the […] integrated resort bid process,” according to a statement issued by the Resorts World Sentosa owner.

Genting shuttered its Japan operations in late 2021 after it became increasingly Yokohama policymakers and residents wanted no part of a casino-hotel.

Genting Continued Coolness on Japan Not Surprising

With MGM on track to secure Japan’s first gaming permit, it wouldn’t be surprising to see other casino operators reconsider Japan plans. For now, however, that scenario isn’t playing out.

Genting was among a slew of gaming giants that eventually abandoned Japan plans, citing lack of clarity on what was already a frustratingly sluggish process. Other members of that group included Caesars Entertainment, Hard Rock International, Las Vegas Sands, Melco Resorts & Entertainment and Wynn Resorts.

In May 2020, Sands pulled out of the Japan race with the late Chairman and CEO Sheldon Adelson criticizing costs and procedures involved with opening a high-end gaming property in Japan. Several months later, Wynn Resorts said it’s closing its Yokohama office, citing the coronavirus pandemic and a desire to focus on its Macau operations.

It now appears as though Osaka will be the only city in Japan to be home to an integrated resort for an extend period of time as a plan by Casinos Austria to open a comparable venue in Nagasaki has yet to be approved by regulators.

Domestic Demand Could Prop Up Osaka Casino

While the Osaka integrated resort is expected to be a contributor to the city’s efforts to lure more international visitors, analysts believe it will initially be supported by locals and visitors tourists from other parts of Japan.

“At this stage, we … conjecture that the majority of demand is likely to come from local Japanese demand (like any other major gaming jurisdictions globally), and this is likely to be created incrementally – ‘supply drives demand’ as the decade-old mantra in the industry goes,” noted JP Morgan analysts DS Kim and Mufan Shi in a recent report. “Hence, we do not foresee any material impact on existing jurisdictions in Asia. Time will tell, and we shall find out in 7 to 8 years.”

That jibes with speculation that, at least to start, the Osaka venue will not pose a threat to Macau.
