Illinois Township Supervisor Admits Using Government Funds at Casino, Won’t Resign

A township supervisor in Illinois is refusing to resign from her position despite admitting to using government money at a casino.

During the Canteen Township Board of Trustees’ September 4 meeting, Township Supervisor Sally Rodriguez admitted to using the town’s debit card for her personal use. But Rodriguez, who was appointed to her position in May of 2023 by the trustees, claims the debit withdrawals on the government card were made by mistake.

Trustees say an anonymous source tipped them off that Rodriguez didn’t only poach money from the township via debit card, but also wrote herself checks from the township’s bank account that she cashed. Banking records show six transactions were completed at the Horseshoe Casino St. Louis that’s operated by Caesars Entertainment.

Rodriguez confessed to withdrawing $6,000 in cash at the casino. She also cashed two checks made out to herself from the township checking account, and a third directly made out to cash.

Canteen Township is located in St. Clair County in southwestern Illinois along the Mississippi River. The township includes Caseyville, Fairmont City, Fairview Heights, Madison, and Washington Park. Horseshoe Casino St. Louis is just across the river from the township.

The Belleville News-Democrat first broke the news of Rodriguez’s actions.

Resignation Refusal

During the September meeting, Canteen Township Trustee Rickie Thomas, in a motion seconded by Trustee Angie Rodgers, called on Rodriguez to resign immediately. She refused.

Rodriguez contends that the financial transactions to her benefit were made in error. Thomas said one errant transaction might be understandable, but not five.

I asked her how do you make the same mistake five times and how does your personal card have the same PIN as the township’s?” Thomas asked, as reported by the Belleville News-Democrat.

The township’s attorney told the media outlet that the trustees cannot forcibly remove an elected official, even though Rodriguez was appointed — not elected — to the role following the death of Supervisor Norm Miller in April 2023.

It’s unclear if Rodriguez has agreed to repay the township the money she took from its banking accounts. It’s also unknown if Rodriguez gambled with the ill-gotten funds.

The board was tipped off to her actions after two trustees and the township clerk received packages in the mail detailing her alleged theft.

According to the US Census Bureau, the median household income in Canteen Township is $41,530. The employment rate is below 50% and almost four in 10 people live in poverty.

Illinois Politics 

Considered a Democratic stronghold and one of the party’s “big three” states along with California and New York, politics in Illinois has long been doused in scandal. Dating back to before the Chicago Outfit ran the Windy City, political corruption in Illinois is nearly as famous as Chicago’s deep-dish pizza.

Among the state’s most notorious political scandals was Gov. Rod Blagojevich fielding bribes in exchange for the state’s Senate seat left vacant by Barack Obama after he won the presidency in 2008.

More recently, and certainly less consequential, is Dolton Mayor Tiffany Henyard, the self-described “supermayor” who’s accused of living lavishly off her taxpayers. Last year, Henyard allegedly ran up a tab of more than $10K for a Las Vegas visit that taxpayers covered.

New Zealand Government to Regulate Online Casinos

This significant move marks the first time New Zealand will regulate online casino activities, with the new system expected to be in place by 2026.

Comprehensive Licensing System

Minister of Internal Affairs, Brooke van Velden, outlined the high-level approach the government will take in regulating online casinos. “There will be a licensing system for online casinos, where operators will need to comply with a set of criteria before they will be able to offer services to New Zealanders. It will be illegal for unlicensed operators to offer services to New Zealanders,” stated Ms. van Velden.

The government’s approach ensures that the new regulations do not aim to increase gambling activity among New Zealanders but rather to ensure that operators meet essential requirements for consumer protection and harm minimization, along with paying taxes. A limited number of licenses will be available, allocated through an auction process, and will last for three years, conditional on meeting regulatory standards. The minimum age for online gambling will be set at 18 years, and licensed operators will be restricted to offering online casino games, excluding sports betting and lottery products.

Controlled Advertising and Sponsorship Regulations

Licensed operators will be permitted to advertise their services under strict limits, a significant shift from the current prohibition. However, sponsorship by online casinos will remain illegal to further minimize harm. Minister van Velden expressed her expectations for the new system: “I expect the new regulatory system to be in place from early 2026 and the public will have the opportunity to provide feedback during the Select Committee process. Once established, the Department of Internal Affairs will be the regulator.”

Industry Response and Future Prospects

The New Zealand government’s decision to regulate online casinos has garnered support from various stakeholders in the industry. SkyCity Entertainment Group, a major player in the local casino market, voiced its support for the new regulations. “We remain supportive of the regulation of online casino gaming in New Zealand, with an emphasis on strong host responsibility and delivering community benefits in New Zealand,” stated SkyCity. The company’s CEO, Jason Walbridge, welcomed the plans to restrict license numbers and advertising, noting the importance of minimizing harm and protecting consumers.

SkyCity has long advocated for a regulated online casino market to compete with offshore operators. The company set up its online business through a Malta-based subsidiary in 2019 and has called for a level playing field where all operators contribute their fair share of taxes. “SkyCity looks forward to a regulated market, where harm minimisation is one of the primary objectives,” the company said in a previous statement.

Impact on the Market and Next Steps

This regulatory overhaul represents the first major change to New Zealand’s gambling landscape under the new government, which came into power following the National Party’s victory in last year’s election. The party had previously highlighted the potential to raise significant revenue from taxing offshore operators and criticized the lack of goods and services tax (GST) collection from the black market.

As the government moves forward with the implementation of the new framework, public consultations during the Select Committee process will allow stakeholders and citizens to provide feedback. The regulatory details, including the specifics of the offshore gambling tax, are expected to be announced later this year.

MGM’s Casino Resort in Osaka Japan Approved by Central Government

mgms_casino_resort_in_osaka_japan_approved_by_central_governmentThe Prime Minister of Japan announced Friday that a key committee had approved the development of an integrated resort casino (IR) in the Prefecture of Osaka.

Prime Minister Fumio Kishida heralded the decision by the Minister of Land, Infrastructure, Transport and Tourism’s review committee to greenlight after a meeting of the Headquarters for the Promotion of Integrated Resort.

MGM Resorts will participate in the operation and own a significant portion of the project along with Orix Corporation, a Japanese financial firm that is listed on the Tokyo and New York stock exchanges. The two firms will reportedly control equal 40% shares.

The resort will be operated by a newco. The consortium will include about 20 local companies.

Long Road to Arrive at Osaka Casino Resort

The central government’s approval comes after years of struggles and delays as there were initial hopes that the supporting legislation and approval could happen in enough time before the 2020 Tokyo Summer Games to capture revenue from the surge in tourism.

However, it wasn’t until 2018 when the Japanese Diet (parliament) finally authorized the construction of integrated resorts (after supporting legislation was passed in 2016) as part of a tourist resort. Several more years passed as the complicated framework was hammered out and the proper political coalitions could be found. The law, originally championed by former Prime Minister Abe finally came into effect in 2021.

The massive casino resort complex on the man-made island of Yumeshima in Osaka Bay will not be opened before the ward of Osak holds the World Expo in 2025. While the target date and final build cost estimates are certain to change over time, it is now expected to cost some US$10 billion to build with an opening anticipated in 2029 or 2030. Current cost estimates range between $8.5m and $13.5 billion (¥1.8 trillion).

Most multi-billion dollar casino developments around the world are allowed to open a temporary casino prior to full completion of the surrounding resort amenities, but Japan is a law unto itself when it comes to such matters. It’s currently unclear how the hotels and conference centers, shopping malls, museums, and ferry terminal will be phased in or if the casino will be allowed to open after certain benchmarks are achieved.

While several regions across the country were initially open for proposals, in recent years it has boiled down to Osaka and possibly Nagasaki. The 2018 legislation authorized the building of up to three IRs.

Already More than 7,000 Gambling Parlors in Japan

While this will be Japan’s first legal casino, gambling on Pachislo slots or pachinko machines that resemble vertical pinball games has always enjoyed a carve-out as a cultural exception. Players left as much as ¥14.6 trillion yen in those machines as of 2021.

More than 7,000 parlors featuring those games are scattered across the county, particularly in high foot-traffic areas such as near train stations. Other forms of gambling that were allowed before the casino bills passed include horse racing, motorboat, and motorcycle racing, bicycle race betting, and a restricted form of soccer betting as well as a lottery.

The MGM/Orix resort is expected to bring around 20 million visitors a year to the area who are expected to spend as much as $8.5b (¥1.14 trillion) each year once the full resort is open. Peak employment for the entire facility is expected to reach as high as 15,000.

Japanese citizens will have to pay a fee for every 24 hours they spend in a casino and there is a cap on the number of times one can visit. Family members will be able to request that any member be excluded from entering the premises.

Nagasaki is Still “in the running”

Asian media reports indicate that while Nagasaki is still “in the running” for a second IR for Japan, that issue didn’t come up at Friday’s meeting. However, GGRAsia reports that it has confirmed with local officials that the authorities in Nagasaki are still in discussions with central government officials about its plan for a casino resort.

The Nagasaki casino resort would be located in Sasebo City next to Huis Ten Bosch theme park, according to currently known plans.

In announcing the IR’s approval, Prime Minister Kishida said: “The Minister of Land, Infrastructure, Transport and Tourism has decided to certify Osaka’s area development plan. Osaka’s IR will contribute to the development of the Kansai region after the 2025 Osaka-Kansai Expo and to the growth of Japan. It is expected that it will become a tourist base that spreads the charm of Japan to the world.”
