Illinois Township Supervisor Admits Using Government Funds at Casino, Won’t Resign

A township supervisor in Illinois is refusing to resign from her position despite admitting to using government money at a casino.

During the Canteen Township Board of Trustees’ September 4 meeting, Township Supervisor Sally Rodriguez admitted to using the town’s debit card for her personal use. But Rodriguez, who was appointed to her position in May of 2023 by the trustees, claims the debit withdrawals on the government card were made by mistake.

Trustees say an anonymous source tipped them off that Rodriguez didn’t only poach money from the township via debit card, but also wrote herself checks from the township’s bank account that she cashed. Banking records show six transactions were completed at the Horseshoe Casino St. Louis that’s operated by Caesars Entertainment.

Rodriguez confessed to withdrawing $6,000 in cash at the casino. She also cashed two checks made out to herself from the township checking account, and a third directly made out to cash.

Canteen Township is located in St. Clair County in southwestern Illinois along the Mississippi River. The township includes Caseyville, Fairmont City, Fairview Heights, Madison, and Washington Park. Horseshoe Casino St. Louis is just across the river from the township.

The Belleville News-Democrat first broke the news of Rodriguez’s actions.

Resignation Refusal

During the September meeting, Canteen Township Trustee Rickie Thomas, in a motion seconded by Trustee Angie Rodgers, called on Rodriguez to resign immediately. She refused.

Rodriguez contends that the financial transactions to her benefit were made in error. Thomas said one errant transaction might be understandable, but not five.

I asked her how do you make the same mistake five times and how does your personal card have the same PIN as the township’s?” Thomas asked, as reported by the Belleville News-Democrat.

The township’s attorney told the media outlet that the trustees cannot forcibly remove an elected official, even though Rodriguez was appointed — not elected — to the role following the death of Supervisor Norm Miller in April 2023.

It’s unclear if Rodriguez has agreed to repay the township the money she took from its banking accounts. It’s also unknown if Rodriguez gambled with the ill-gotten funds.

The board was tipped off to her actions after two trustees and the township clerk received packages in the mail detailing her alleged theft.

According to the US Census Bureau, the median household income in Canteen Township is $41,530. The employment rate is below 50% and almost four in 10 people live in poverty.

Illinois Politics

Considered a Democratic stronghold and one of the party’s “big three” states along with California and New York, politics in Illinois has long been doused in scandal. Dating back to before the Chicago Outfit ran the Windy City, political corruption in Illinois is nearly as famous as Chicago’s deep-dish pizza.

Among the state’s most notorious political scandals was Gov. Rod Blagojevich fielding bribes in exchange for the state’s Senate seat left vacant by Barack Obama after he won the presidency in 2008.

More recently, and certainly less consequential, is Dolton Mayor Tiffany Henyard, the self-described “supermayor” who’s accused of living lavishly off her taxpayers. Last year, Henyard allegedly ran up a tab of more than $10K for a Las Vegas visit that taxpayers covered.

Prairie Band Potawatomi Nation Becomes Illinois’ Only Recognized Tribe

The Prairie Band Potawatomi Nation has become Illinois’ only federally recognized tribe.

Will we see a Prairie Band Resort and Casino in Illinois like the one in Kansas? The tribe has no immediate plans but is considering its options. (Image: Prairie Band)

That’s after the U.S. Department of the Interior announced Friday it had placed 130 acres of land 70 miles west of Chicago into trust for the tribe. This is the process that converts land into a sovereign tribal reservation, partially removing it from the jurisdiction of the state, a prerequisite for Indian gaming.

The Prairie Band is headquartered near Mayetta, Kansas, where it operates the Prairie Band Resort and Casino but has ancestral ties to the land in Illinois.

The tribe believes that the land was illegally auctioned off 175 years ago, while Chief Shab-eh-nay was visiting relatives in Kansas.

Righting Wrongs

“Our federal government unlawfully sold the Prairie Band Potawatomi Nation’s land in Illinois,” said Prairie Band Chairman Joseph Rupnick, the fourth-generation great grandson of Chief Shab-eh-nay, in a statement. “The decision to put portions of the Shab-eh-nay Reservation into Trust is an important step to returning the land that is rightfully theirs.”

We have been asking for this recognition and for what is rightfully ours for nearly 200 years, and we are grateful to the U.S. Department of Interior for this significant step in the pursuit of justice for our people and ancestors,” Rupnick added.

The tribe did not say how it intended to use the land, other than it would “carefully evaluate” all possibilities. Back in 2016, shortly after the Prairie Band purchased the land, the tribe proposed a class II gaming facility, but it’s unclear if those plans will be revived.

Room for Another Casino?

A casino so close to the Chicago metropolitan area might be an attractive option. But Illinois’ gaming landscape has been transformed since 2016. In 2019, Gov. J.B. Pritzker (D) signed a gambling expansion package that would establish one big casino in Chicago and five smaller regional casinos in the southern suburbs. Another casino in the area could lead to saturation.

The tribe could operate class II gaming, such as electronic bingo and poker, under the Indian Gaming Regulatory Act without the permission of the state. A class III casino, with Las Vegas-style slots and table games, would require compact negotiations with the state.

A bill filed in the Illinois House of Representatives in February would give more land to the Prairie Band. But it contains a clause that would require the tribe to maintain the land as a public conservation area – which might rule out a future casino — or face a hefty fine from the federal government.

Taylor Swift Effect: Kelce TD Most Bet Super Bowl Prop at DraftKings Except in Illinois

Taylor Swift might be having an impact on Super Bowl betting trends. As of Friday afternoon, the most wagered on Super Bowl proposition bet among DraftKings clients is Kansas City Chiefs tight end Travis Kelce — Swift’s boyfriend — to score the first touchdown.

The caveat is that Illinois is the exception. Still, it’s an impressive anecdote because DraftKings offers mobile sports wagering in 24 states, including Illinois. It’s not immediately clear why bettors in the Land of Lincoln haven’t made the Kelce to score the first touchdown the top prop bet for the big game, but there’s speculation it’s because bettors there are heavily including that wager as a leg in same-game parlays (SGPs).

At this writing, DraftKings is offering the Kelce to score the first touchdown prop bet at +700 (bet $100 to win $700). That’s longer than the +600 offered by the sportsbook earlier today.

This year marks the fourth Super Bowl appearance in five years by the Chiefs, with Kelce on the roster for all those games. In the team’s 2020, 2021, and 2023 showings in the big game, in which it won two, the tight combined for 22 receptions on 27 targets for 257 yards and two touchdowns — one apiece in the 2020 and 2023 Super Bowls.

Kelce TD Prop Bet No Sure Thing

In the world of sports betting, there’s no such thing as a “lock,” and that’s certainly true of the Kelce prop bet. Hence, sportsbook operators such as DraftKings are offering long odds to entice bettors to embrace what’s essentially a long shot.

The potential success of the bet isn’t about Kelce or Swift. He’s widely regarded as one of the best tight ends of all-time and is viewed as being on the position’s “Mt. Rushmore” along with Tony Gonzalez, Rob Gronkowski, and Shannon Sharpe.

Rather, the long odds on the Kelce prop wager may be attributable to the first quarter of Super Bowls being equivalent to the first rounds of heavyweight title weights, with the teams feeling each other out rather than attempting to land haymakers.

As a result, the first quarter in a Super Bowl isn’t always conducive to scoring touchdowns. In the first seven Super Bowls played this century, six featured no first-quarter touchdowns. The same is true of another six editions of the big game this century.

Swift Has Enhanced Popularity of Kelce Props

Swift will attend the Super Bowl, jetting to Las Vegas from a concert in Tokyo the night before, but she won’t be performing.

Owing to state-level regulations in the US, there will be no prop bets specific to the music star, but DraftKings and other sportsbooks are offering prop wagers inspired by Swift. In fact, DraftKings has a lengthy menu of such bets, each named after one of her hit singles, but the bets pertain to on-the-field action.

As the Kelce/Swift romance flourished during the regular season with her attending more Chiefs games, some gaming companies noted that they experienced an elevated handle on Kelce prop bets.

Illinois Gaming Board Approves Three Casino Licenses

illinois-approves-casino-licenses-as-dgc-drops-online-wagering-bidThe Illinois Gaming Board, the government body responsible for regulating gambling in the American state, has announced that three land-based casinos have received licenses to operate in Danville, Carterville and Chicago.

Moreover, at the meeting of the Illinois Gaming Board in the last week of October, the Argosy Casino Alton was granted an extension on its already existing license so it will continue to operate for another four years.

The casinos that received the three licenses are Golden Nugget Danville, Walker’s Bluff Casino Resort and Bally’s Chicago. The license applications were put to the vote of the Board, but before that each of the casino representatives was given the chance to present the highlights of their operations and the future plans.

Along with the license for Bally’s Chicago, the company that operates that casino also received approval to operate a temporary casino at Medinah Temple for a total of 36 months while its permanent venue is under construction in Chicago.

Marcus D. Fruchter, the Administrator of the Illinois Gaming Board, made a quick recap following the meeting and underlined that the Board has licensed five new casinos since November 2021, with the respective venues located in Rockford, Waukegan, Danville, Carterville and Chicago.

The Illinois Gaming Board Administrator described this period as one “of unprecedented growth and expansion” and reminded the public that the government body remains “steadfast in its commitment to ensuring the ethics, compliance, integrity, safety, and transparency of Illinois gaming.”

New Video Gaming Rule

Marcus D. Fruchter also announced that the Joint Committee on Administrative Rules has adopted Video Gaming Rule 1800.1750, which had previously been adopted by the Illinois Gaming Board in April 2023. The new rule requires all operators licensed in Illinois to post responsible gaming signage in all video gaming locations. Casinos and sportsbooks were already required to do this in Illinois.

The Illinois Gaming Board also announced that it has completed a study on undue economic concentration in the video gaming industry in the American state. The respective study was completed by Christiansen Capital Advisors and its findings will be used by the Board to refine and adapt its regulations in order to keep the gaming market in Illinois innovative and competitive.

“Complex and important issues surrounding undue economic concentration have been largely unresolved since passage of the Video Gaming Act in 2009, and this study is an important step for the IGB’s work in this space,” Marcus D. Fruchter explained.

Illinois Casino Outlook Steady as New Supply Comes to Market

Outside of Nevada, Illinois is one of the largest land-based casino markets in the US — heft that’s increasing with new venues coming online. A sell-side analyst sees vibrancy in the state’s gaming industry.

That’s relevant at a time when Danville, Rockford and Waukegan are homes to new casino hotels and as the debut of a temporary casino – a prelude to a permanent venue – nears in Chicago. Truist Securities gaming analyst Barry Jonas recently returned from visits to a broad swath of Illinois gaming properties, noting management teams are constructive on patrons’ spending patterns against the backdrop of a challenging macroeconomic outlook.

Property management teams noted the Great Recession was driven by excesses beyond players’ means (e.g., customers using equity from their overvalued homes). Trends today are more normal and steady, generally within players’ means,” noted the analyst.

On a year-over-year basis, Illinois gross gaming revenue (GGR) jumped 6.5% in the first three months of this year, but is trending lower in the current quarter as lower tier bettors scale back discretionary spending.

Illinois Casino Market Bracing for New Competitors

When accounting for venues that are either temporary or under construction, there are 16 casinos in Illinois.

Some of the temporary and newer venues come courtesy of tribal operators Hard Rock International (Rcokford) and Wind Creek (East Hazel Crest) as well as Full House Resorts (NASDAQ: FLL). That company The Temporary is already off to a stellar start and will eventually give way to the American Place, which is expected to be one of the operator’s biggest revenue drivers.

By number of venues, Penn Entertainment (NASDAQ: PENN) is the largest operator in Illinois with four casinos. The largest regional casino company is moving riverboat casinos in Aurora and Joliet ashore to what Jonas described as “materially improved locations.”

Among publicly traded gaming companies, Caesars Entertainment (NASDAQ: CZR) is next largest in Illinois with two properties, which Bally’s (NYSE: BALY) will tie with the debut of Chicago’s first gaming venue in 2026.

Speaking of Bally’s Chicago…

It’s possible that Rhode Island-based Bally’s could have its temporary Chicago casino in the River North open sooner-than-anticipated. Truist’s Jonas called it “the nicest temporary we’ve ever seen.”

The analyst added that the venue could exceed the operator’s forecasts of $50 million in year cash flow, which could prove pertinent as Bally’s looks for ways to finance the $1.7 billion permanent property.

The company “is exploring solutions to fund the project, which will likely include commitment of its own capital, some third-party aid, proceeds from a unique minority-equity plan, and possible real estate monetization elsewhere in the portfolio,” added Jonas. “Given a turbulent few years … management understands the importance of execution on what should turn out to be the flagship property in the company portfolio.”

Previously, Bally’s has engaged in sale-leaseback transactions, indicating it’s not shy about monetizing its real estate.
