Cherokee Indians Expanding Marijuana Access in North Carolina

The Eastern Band of Cherokee Indians in North Carolina opened their medical cannabis facility in April within their sovereign territory in Cherokee, just a mile east of Harrah’s Cherokee Casino Resort.

The Cherokees’ cannabis facility is currently open to anyone aged 21 and older who possesses a tribal-issued medical marijuana card. The Great Smoky Cannabis Company’s dispensary also accepts out-of-state medical marijuana cards.

The tribe plans to soon expand access to recreational marijuana use at its Great Smoky outpost. In addition to distribution, the company harvests and manufactures the products it sells.

During a tribal referendum held last September, the Cherokee government said about 70% of the vote was in support of adding recreational use to the tribe’s cannabis program. Tribal leaders formally approved the adult-use ordinance this week.

The plan is to first make recreational products available to tribal members next month. The Great Smoky Cannabis Company hopes to have recreational marijuana access available to nontribal members in August.

Cannabis Corner 

The Eastern Band of Cherokee Indians’ sovereign territory is located in the southwestern part of North Carolina. Despite legal medicinal and recreational marijuana use expanding greatly across the US in recent decades, the Great Smoky Mountains remain relatively free of legal marijuana.

North Carolina and South Carolina have no legal use of cannabis products. Neighboring Georgia and Tennessee allow for CBD oil but products containing THC, the intoxicating and mind-altering component of the cannabis plant, remain prohibited.

The Cherokees expanding their marijuana program to recreational use, tribal officials say, is expected to increase the company’s annual gross revenues by $185 million. The Great Smoky Cannabis Company projects first-year revenue of $200 million from medical sales.

The Cherokees are the lone federally recognized tribe in North Carolina and have an ideal territory in the southwest part of the state that can market cannabis to residents in nearby Georgia, Tennessee, and Kentucky. The sale of recreational cannabis is expected to grow the tribe’s economy, which is primarily dependent on Harrah’s Cherokee and its sister property, Harrah’s Cherokee Valley River, in Murphy.

Tribal Freedoms

Cannabis remains illegal under federal law but the US government has told states that its Justice Department won’t pursue legal action against states that decide to decriminalize the plant’s use and possession.

A memo from the DOJ in December 2014 told federally recognized tribes that the federal government’s noninterference policy afforded to the 50 states and Washington, DC, regarding cannabis would also apply to the more than 500 sovereign tribes and Alaska Native communities.

As a result, tribal governments with federal recognition can determine their own laws on marijuana use, possession, and distribution.

As for the Cherokees, the tribe’s cannabis rules require that products from the Great Smoky Cannabis Company be consumed in private — not in public — and possession and consumption within 100 feet of any school, daycare, church, hospital, park, playground, and any other community facility is prohibited. Violators face a $500 fine, 72 hours of community service, and a substance abuse assessment. Subsequent violations can result in jail time.

The tribe reminds nontribal members that federal laws apply once a person departs the Cherokees’ tribal lands.

The post-event survey for exhibitors and sponsors revealed a very strong Net Promoter Score (NPS), reaffirming SBC’s dedication to providing unique experiences and value to its customers. With 100 brands showcasing as exhibitors and sponsors, there was a notably diverse representation of companies.

Brennan emphasized, “There’s a big focus on inviting different groups; I saw a lot of vendors this year that hadn’t been at SBC previously, and many regulators are here. SBC does a great job of being very inclusive about who is represented, both from the US and across the globe.”

Sam (Shmulik) Segal, Co-Founder and CEO of MediaTroopers, a long-time sponsor but first-time exhibitor, remarked, “We decided to exhibit as this is our most important market and SBC Summit North America is the most important conference of the year. The show floor buzzed with various networking events, from gatherings for women in gaming to those for the tribal community, as well as meet-ups dedicated to responsible gambling. SBC’s objective of fostering diverse representation at the event was evident through the array of attendees.

Maxwell pointed out, “I’m a regulator in Tennessee, and our motivation (for attending this event) is the opportunity to connect with all the different kinds of people we work with – other regulators, vendors, operators.”

“The event has definitely evolved. There are way more people here. A lot more people, new entries, and new faces, and it’s exciting to see that every year honestly,” added Brett Hoffman, Founder of Gator Wagers.

Fuchs agreed, “Everybody that I generally want to catch up with is here, whether it’s across payments, data, innovation, or other operator peers, or people I know from the media, so it’s a nice mix of the industry.”

Segal added, “It seems that this time it’s even more packed than in previous years – we’ve seen everyone we’re working with in North America, everyone. It was amazing for us.”

In typical SBC fashion, the evenings concluded with networking events held at NY hotspots such as Slate NYC, Magic Hour Rooftop Bar & Lounge at Moxy Times Square, and the iconic Red Bull Arena.

Shawn Fluharty, who apart from his function as President of NCLGS, is also the Head of Government Affairs at Play’n GO, a headline sponsor of the party at Slate, commented, “You have companies from all over the world convening here because they know they’re going to shake hands with the people who are important in the industry and make those connections.”

Slot influencer Kelly Koffler was brief but expressive: “My biggest takeaway from the event is that you guys throw one hell of a party!” The Casino Kelly streamer, summarized the essence of the event well. “There’s a lot of value for anyone doing what I’m doing, because iGaming is only becoming more prevalent, so the more we learn, the more we can give to our viewers. DraftKings Launches Mobile Sports Betting Service in North Carolina

Moreover, the sports betting website is also available in Ontario, the most populous province in Canada.

Strive Gaming Remain Fully Focused on North American Markets

The company was founded just three years ago by Damian Xuereb, the current President, together with Max Meltzer, the current Chief Executive Officer. Xuereb says that the business had the advantage of understanding nuances of markets in each of the American states it operates in.

“We had the opportunity to do our research and ensure we built a product that meets not just the current state, but the future state or requirements, as and when we roll out into more and more states,” Damian Xuereb explained.

Another advantage for the company is that it refused to step into other markets away from the United States, keeping its focus solely on North America. “We won’t get distracted by other regulations,” Xuereb underlined, pointing out that the Brazilian, Dutch or German markets are not of interest for his company. “That means our business and our product will continually evolve around the North American player experience,” he added.

Eight Big Clients Secured

During its three years of activity, Strive Gaming secured partnerships with eight important iGaming brands. The first two were Desert Diamond and Golden Nugget Online Gaming in Arizona. Then the company signed agreements with Betsafe, PointsBet in Canada and Four Winds, owned by the Pokagon Band of Potawatomi Indians. The supplier has already secured additional clients which are yet to be announced.

About the company’s partners, Damian Xuereb said that all of them managed to “gain meaningful market share.” The Strive Gaming President gave the example of Desert Diamond in Arizona, which is owned by a local tribal operator, and revealed that the brand is successfully competing with “big hitters” and also triumphed against nationwide companies. “With the right technology behind a brand, local operators can compete,” Damian Xuereb concluded.

The Strive Gaming founder also predicted that there will be growing opportunities in North America because while online sports betting is currently present in 36 American states, iCasino is available in just seven states and the market is bound to expand. Indiana is one of the states where gambling legalization is discussed, while Joseph Addabbo, a state senator from New York, has introduced a new version of a bill which would legalize online casino gaming and internet lottery.

Hacksaw Gaming Expands North American Footprint with New Jersey License

The license was issued by the Division of Gaming Enforcement in New Jersey and it allows Hacksaw Gaming to supply its content to online casinos that operate in the American state. With the license secured, Hacksaw Gaming can now form partnerships with approved operators in New Jersey.

The supplier announced that its intention is to launch its games in the state of New Jersey by the end of 2023. Moreover, Hacksaw Gaming revealed that it will be working together with Light & Wonder, the global gaming giant, to support the roll-out of its content in the state. The two companies signed an agreement to that respect in 2021, when Light & Wonder was operating under the old brand, Scientific Games.

Unstoppable In Its Ventures

Marcus Cordes, the Chief Executive Officer of Hacksaw Gaming, declared himself “ecstatic” at the rate at which the company has been expanding recently. “Hacksaw is unstoppable in its ventures,” the Chief Executive Officer proclaimed while also stating that Hacksaw Gaming will undoubtedly “thrive in the U.S.”

The provisional license obtained in New Jersey comes almost a year after Hacksaw gaming first entered the United States with another provisional license, obtained in the state of West Virginia in November 2022. That was the first step in the company’s strategy to expand more and more on the United States market.

The first move into North America for Hacksaw Gaming came earlier in 2022, in May the company secured a supplier license in Ontario, the only Canadian province that has a regulated competitive online gambling market.

The supplier has also expanded in other parts of the world in recent months after having secured a license in the Isle of Man. With the New Jersey license obtained, Hacksaw Gaming now has secured a presence in almost 20 regulated markets all around the world.

Hacksaw Gaming was founded at the end of 2018 in Malta and since then it has grown into a truly global presence. The main focus of its slot games has been on mobile devices, but their creative games can be played very well on desktop stations as well.
