Playtech and Hard Rock Digital Partnership Reaches First Milestone

playtech_and_hard_rock_digital_reach_first_milestonePlaytech, the global supplier of games and technology for online casinos, has announced the completion of the first phase of its strategic partnership with Hard Rock Digital, the interactive gaming and sports betting division of Hard Rock International and Seminole Gaming.

The partnership was initially announced in March 2023, when Playtech revealed that it had agreed to pay 85 million dollars for a single-digit percentage stake in Hard Rock Digital. The purchase was part of a larger deal between the two sides, a deal which included the right for Hard Rock Digital to license a range of Playtech’s technology solutions and iGaming content.

Since that announcement, Playtech managed to deliver a whole range of games through the Hard Rock Bet platform in New Jersey, which is a proprietary brand of Hard Rock Digital. Among the content delivered we can find RNG slot games, table games and live dealer games as well. Moreover, Playtech developed several table games specifically for Hard Rock Bet, games which feature the operator’s brand.

Hard Rock Digital also licensed the technology solutions and iGaming content provided by Playtech, allowing customers to enjoy a wide range of entertaining and exciting casino games. This was true for the operator’s clients in New Jersey but also any future Hard Rock Bet iCasino markets in North America will have access to Playtech’s content.

Dedicated Blackjack Table Released

The announcement also revealed that the collaboration between the two sides led to the release of a dedicated blackjack table and that more such products will follow, “offering Hard Rock players a customized experience.” The two parties also underlined that this represents “just the beginning of a series of bespoke developments” that will be made because of this partnership.

Hard Rock Digital currently offers online and retail sports betting in Arizona, Florida, Indiana, Ohio, Tennessee, and Virginia, while its retail sports betting with an integrated online sportsbook and casino experience is available only in New Jersey. The operator plans to launch its brand in more American states in the future and to expand to other international markets in the coming years.

Jonathan Doubilet, VicePresident for U.S. Business Operations at Playtech, declared himself “delighted” to have reached the first milestone of the collaboration and said he was “excited about accelerating the growing partnership with Hard Rock Digital.”

Grant Williams, Senior Vice President at Hard Rock Digital, underlined that the first dedicated table built together with Playtech is a way to provide “legendary entertainment” to the operator’s players. “We’re thrilled to introduce Playtech’s offerings to our New Jersey Hard Rock Bet players and look forward to continuing to develop unique digital experiences together as we expand in the U.S. and international markets,” the Hard Rock Digital representative concluded.

Curacao Issues First iGaming Licenses Under New Regime

first_license_issued_by_curacao_gaming_control_boardThe Curacao Gaming Control Board, the government body in charge of regulating iGaming in the region, has announced it issued its first licenses under the new regulatory regime that came into effect last year.

Among the entities receiving licenses we can find White Star, a brand that is part of the Rhino Entertainment Group, which secured a new license for its CasinoDays online casino brand. At the same time brands such as Games and More, Geeka Corporation and Small House have received Digital Seals from the Gaming Control Board.

The confirmation of the licenses being issued comes just twelve weeks after Curacao launched its new licensing process, with applications being received starting the first day of November 2023.

The licensing portal has been processing new applications under existing legislation, asking all licensees to submit applications if they want to keep operating after the new National Ordinance for Games of Chance gets approved. Once that new legislation comes into effect, the Curacao Gaming Authority will take control of the licensing process and of the whole regulatory side of the iGaming business in the region. The new law was submitted to the Curacao Parliament for approval in December 2023.

A Transformative Period

Cedric Pietersz, the Managing Director of the Curacao Gaming Control Board said that “2024 heralds a transformative period in the regulatory landscape of Curacao’s gambling sector” and revealed that the volume of applications for licenses “far exceeded” the regulator’s expectations.

“White Star’s license holds a special place in our hearts and history,” the Managing Director continued. “It signifies a pivotal moment for Curacao’s evolution into a top-tier gambling jurisdiction with many more licenses in process.”

Ross Parkhill, the Chief Executive Officer of the Rhino Entertainment Group, added that being the first entity to receive such a license represents “a privilege” for his company and also a recognition of its “commitment to excellence and responsible gaming.”

The Chief Executive Officer added that his company “wholeheartedly” supports the new regulatory process that is being implemented in Curacao, underlining that it brings “added value and prestige” to the online casino’s license.

Fontainebleau Las Vegas Still Poised for 2023 Opening – First Regulatory Hurdle Cleared

fontainebleau_las_vegasFontainebleau Las Vegas is well on its way to opening in December with a preliminary Nevada Gaming Control Board suitability hearing in the rearview mirror and a Nevada Gaming Commission hearing on July 27 which almost certainly result in a recommendation to grant the property a license in November. Then, it’s all blue skies, or Fontainebleau wrapping up the details to open in December – finally, after breaking ground in 2007 and investing nearly $4 billion dollars in the development and surrounding economy.

Long Time in Development, Multiple Setbacks

The nearly 70-floor property has stood out on The Strip for years, at one point, it was swathed in white construction wrapping and called an eye-sore by neighboring businesses when in the hands of another owner.

A quick rundown of the type of property visitors can expect when it is opened all point to a high-end experience with over 400 suites included in a count of over 3,500 hotel rooms.

The casino space will be modest by the percentage of total floor space with about 150,000 sq ft of gaming area holding 128 gaming tables and 1,300 slots. High rollers and mid-rollers will be catered to with nearly 20,000 sq ft of VIP gaming space and over 3,000 square feet of domestic high-limit floor. There will reportedly be 6 Salons Privé. Sports bettors will find a dedicated space of more than 13,000 square feet.

The casino will be at ground level with a retail promenade above it and health and fitness above that. Over half a million square feet of convention and meeting space is included with one area covering over 100,000 square feet making it the second-largest meeting hall in the market.

About half of the dining space will be high-end and the remainder reserved for casual dining. The upscale areas will include international chefs and globally recognized brands.

Nightlife has not been overlooked with a nightclub as well as a day club and a theater to seat nearly 4,000 visitors. Development partner “It’s an arena-size theater stage and it will be a multi-purpose room,” Fontainbleau development partner Brett Mufson said. “We will have residences and host groups and meetings, speaker series, and car events.

To Employ 7,000+

Nearly 4,000 workers are currently on site and operations will require more than 4,500 full-time workers and nearly 2,000 part-time employees. At full operational capacity, including partner employees, over 7,000 people will be employed with some 250 in executive positions.

At Wednesday’s preliminary hearing, Jeffrey Soffer and Brett Mufson of Fontainebleau Development were found suitable to operate the property. They will face the Gambling Board soon for what usually results in a rubber stamp after a few tough questions that may be left dangling, giving applicants a chance to tidy up any loose ends and give finality to any open questions not fully addressed at the preliminary hearing. In this case, it may be a tax matter from a decade ago and whether any debt forgiveness was included in Soffer’s repurchase of the loan involved in the property.

Soffer was the original developer, but he ran into difficulties when the great recession set in and turned the economy upside down in 2008. The current development also includes the deep pockets of Koch Industries’ real estate investment subsidiary, Koch Real Estate Investments. Raider/investor Carl Icahn owned the property for a while but it didn’t progress toward opening under his ownership.

Concerning the “suitability” issue that was brought up during the hearing, gambling lawyer Frank Schreck provided some detail. Schreck said:

The focus of the investigation appears to be an analysis of a loan related to the development of Town Square more than 10 years ago. It was purchased from the lender by Jeff Soffer and his sister Jackie. According to Mr. Soffer’s counsel, Rod Rosenstein, the former Acting Attorney General, the issue seems to be whether or not there was any debt forgiveness related to the repurchase of that loan. We are still unsure whether Mr. Soffer’s tax accountants properly accounted for any forgiveness in the complicated transaction.”

Thanks to the consequences of the “Great Recession” of the late 2000s, Soffer reportedly had hundreds of millions of dollars of net operating losses. These would presumably be available on paper to take care of any tax liability.

Second Chances

Soffer has owned the property again since February 2021.

“Soffer said, “It’s been a full circle with this development and I’m excited to be able to finish this. It’s going to be fabulous for Las Vegas. It’s definitely a little different than originally planned. It’s much more upscale.

According to an article in CDC Gaming Reports, Gaming Control Board Chair Kirk Hendrick didn’t have any concerns about earlier failures of the property during the “economic downturn” of the 2000s.

I’m very excited for that part of the Strip to see some revitalization and your property move forward,” Hendrick said.

According to local ABC News affiliate KTNV, US casinos made a record-breaking $60 billion in revenue in 2022. Nevada casino operators accounted for $14.8 billion, and casinos on the Strip accounted for more than 10%, or $8.2 billion of the entire nation’s gambling revenues, making the Las Vegas Strip the top gaming market in America. A distant second was Atlantic City with 2022 revenues of $2.8 billion last year.

New Toronto Casino, Ontario iGaming Stifling First Nations Ops Like Great Blue Heron – Seeks Better Deal

new_toronto_casino_ontario_igaming_stifling_first_nations_ops_like_great_blue_heron_seeks_better_dealtijAccording to a report on CTV National News, the owners of the Great Blue Heron Casino, the Mississaugas of Scugog Island First Nation (MSIFN), north of Toronto, believe they got a raw deal from the government with the launch of iGaming in Ontario and new land-based operations in the area. The Great Blue Heron Casino is situated in Port Perry and it opened in 1997.

Great Canadian Casino Resort Toronto opened recently and the billion-dollar property along with new venues in Ajax and Pickering, not to mention the advent of commercial “free-market” online casino gaming in the Ontarian province, have the First Nations operator more than a little nervous about the future of its operations that provide much-needed revenues for the tribe. Their Chief, Kelly LaRocca. States it a bit more boldly and believes the government has broken promises and shorted the community on agreed-upon operating terms.

Owned Operated and Managed by Three Different Entities

The MSIFN owns the casino which is managed by Ontario Lottery and Gaming Corporation and operated by Great Canadian Entertainment. An agreement by all three parties entered into in 2016, and spelling out the MSIFN’s expectations does not rhyme with the reality on the ground today, according to the Chief.

I’ve had major concerns around each casino opening and expansion,” LaRocca said. “It’s an existential threat for our economic driver and the community here. The community feels they were misled by the government.”

One bone of contention seems to be live entertainment that Great Canadian has booked at all properties in the area, except presumably Great Blue Heron, with Live Nation even though there is a new entertainment center slated for the older casino. Chief LaRocca said nobody has informed her of an opening date for the 500-seat venue, but other reports indicate an opening in the fall of this year.

The Chief said, “I’m not seeing a guarantee that the list of entertainers will be shared amongst the [Great Canadian Entertainment]

facilities.”

The casino has seen other recent capital improvements including an expanded gaming area with new slot machines and table games as well as a 100-key hotel that opened a free short years ago.

However, the Chief must look out for the welfare of the Nation that relies on revenue from the property it owns – in fact, it’s so important that all of the parties will be involved in a mediation that will take place to see if all the terms of the 2016 agreement are being met. The mediation could also result in more gaming seats being opened at Great Blue Heron to help it meet the targets promised. The casino transitoined from a “charity casino” to a commercial casino in 2016 with the agreement.

According to the Chief, the casino is“the economic foundation and lifeblood of <the>community. It has brought us clean drinking water, enhanced health-care services and education,” she said.

No Delusions about Mediation

LaRocca explained that the community has clarity in their expectations of what mediation can bring,

You know, if parties come willingly to the table and open to all matters of possibility, then a mediation works well. If parties come to the table closed and with preconceived notions of how things ought to go, with no room for movement, then really, it’s not meaningful open discussion. So we’re just trying to be cautious with what our expectations are and willing to go the distance should we need to go to mediation.

The Chief says the Pickering casino violates a proximity agreement in the 2016 document and says they were not consulted on that before the Pickering venue was approved and opened.

“We’d like the agreements that we entered into in 2016 to be honored. What that means is to have a protected territory that is honored by the OLG.

“The way they handled Pickering and Ajax… we will be looking for them to acknowledge it and for some kind of compensation for that.

She’s also concerned about the effect of iGaming on the market, fearing the opportunity for people to simply go online to play casino games is costing them money.

We’re interested in discussing iGaming and the rollout of that and the impact on gaming in our community, in our facility, and on other land-based facilities,” LaRocca said.

I’d be mighty upset at the onset of iGaming, especially after having poured in hundreds of millions of dollars into various land-based gaming facilities, only to turn around and have their market share scuttled. But I suspect that the service providers have been compensated for that.

The 2016 agreements states in part: “The Province and the First Nation intend that the Great Blue Heron continue to operate and be commercially viable.

However, the Chief sees the proliferation of newer and bigger casinos as an existential threat to the Great Blue Heron.

The Ford government have broken their word to our community. It’s hurting a lot of Indigenous people and we are going to have to take issue and fight against the cannibalization of gaming.”
