The research will investigate consumer motivations, focusing on why individuals access unlicensed gambling websites. By collecting and analyzing web traffic data and player behavior, the UKGC hopes to estimate the financial impact of the black market, particularly in terms of gross gambling yield (GGY). This data will enable the regulator to better monitor and combat illegal activities, ensuring that the licensed market is protected and consumers are safeguarded from harmful practices.

How the UKGC is Measuring the Impact of the Black Market

To estimate the size of the black market, the UKGC is employing a mix of web traffic analytics and player spending data.

The regulator has collected information from over 139,000 gambling accountsacross seven UK operators between 2018 and 2019, using this data to estimate that the GGY for online slot machines on unlicensed sites is approximately £0.32 per minute. However, this approach has its limitations, particularly when it comes to other forms of gambling like sports betting, which may involve higher spending but are not accounted for in the current model.

The UKGC is also monitoring specific search terms that are likely to be used by consumers seeking unlicensed gambling platforms. By tracking popular queries via Google Trends and Similarweb, the Commission identifies search results that lead to unlicensed sites. Web traffic from these sites is then analyzed, providing insights into the behavior of UK consumers on illegal platforms.

International Comparisons and Challenges

The UKGC’s efforts align with similar studies conducted by other European regulators, such as the Netherlands and Sweden, where data has shown that consumers often spend more on unlicensed platforms than on regulated sites. This insight is reflected in the UKGC’s methodology, which acknowledges that spending habits on unlicensed sites may differ from those on licensed ones.

In a note about the study, the UKGC said, “With a better understanding of why and how consumers access unlicensed gambling websites, we can identify ways in which we can use data to identify unlicensed websites and make estimates of their usage by GB consumers.” This approach will help the Commission create more effective strategies for monitoring and disrupting the black market.

CEO Andrew Rhodes emphasized the social and economic risks posed by the black market. “The illegal market is bad from a human point of view – as it poses a risk to consumers, especially the vulnerable. It is also unlikely to operate in a way that is fair or safe. It is also a concern from an economic point of view – as it pays no tax and undercuts legitimate business,” he stated. Rhodes further highlighted the role that data analytics will play in addressing these challenges.

Future Research: Social Media and Encrypted Messaging

Looking ahead, the UKGC plans to expand its research to examine the role that social media platforms and encrypted messaging apps play in facilitating unlicensed gambling. Services such as WhatsApp, Telegram, Twitch, and Kick are increasingly being used to promote gambling content, and the Commission is eager to understand how these platforms drive traffic to unlicensed operators.

Over the past year, the UKGC has ramped up its efforts to combat the black market, issuing more than 750 cease-and-desist orders and removing 50,000 URLs from search engine results. The findings from the study, to be published in 2025, will guide the next phase of the UKGC’s strategy to combat illegal online gambling and protect consumers.

Wynn Resorts Secures UAE’s First Commercial Gaming License

On October 4, the General Commercial Gaming Regulatory Authority (GCGRA) granted Wynn the license for its ongoing project on Al Marjan Island, located in Ras Al Khaimah (RAK).

The license will allow Wynn to operate a land-based casino as part of the massive Wynn Al Marjan Island Resort, which is expected to open in 2027. This luxury development is a joint venture between Wynn Resorts, Marjan, and RAK Hospitality Holding.

In a statement, Wynn Resorts expressed gratitude to the GCGRA, saying, “We are under way with the construction of our resort in Ras Al Khaimah and look forward to being a key partner in the development of its tourism economy.” The company also thanked the GCGRA for the confidence and trust placed in them with the approval of this license.

A Major Milestone for Gaming in the Middle East

Wynn’s Al Marjan Island project will be the first integrated gaming resort in the Middle East and North Africa (MENA) region. It will offer more than just gaming, with plans for over 1,000 hotel rooms, convention facilities, luxury shopping, and high-end dining options.

Other Operators Eyeing Opportunities

Las Vegas Sands’ Dr. Miriam Adelson Makes First Political Donation in Nearly Two Years

Dr. Miriam Adelson, the largest individual shareholder of the Las Vegas Sands casino empire she inherited from her late husband, has made her first political donation in nearly two years. But the cash didn’t go directly to Donald Trump, the former president whose 2016 and 2020 White House campaigns she and her husband, Sheldon Adelson, dumped more than $200 million into.

Adelson controls 46% of the Sands organization following her $2 billion stock sell-off last year to acquire a controlling ownership position in the NBA Dallas Mavericks. Adelson, a stalwart Republican and perhaps the strongest pro-Israel voice in the United States, remained politically active in 2022 after the January 2021 death of her husband.

Adelson gave $1 million to Texas Gov. Greg Abbott’s (R) reelection in 2022, a contribution many saw as an effort to win political favor for the state welcoming in commercial casinos. She also gave $20 million to GOP congressional committees that year.

Adelson’s political spending went quiet throughout 2023. But federal campaign finance records show that Adelson, who’s worth more than $30 billion, might be returning to the political arena ahead of the November 2024 presidential election.

PAC Money

Before 2024, Adelson’s last political donation was an $8,100 contribution in November 2022 to a California Republican’s Attorney General campaign. Records from the Federal Election Commission reveal that Adelson reopened her political treasure chest in March with a $5,000 donation to the Las Vegas Sands Political Action Committee (Sands PAC).

The Sands PAC predominantly supports Republican candidates both on the federal and state level. The PAC limits its contributions to a maximum of $5,000 per candidate.

Adelson pitching in $5,000 is rather uneventful, but it could hint that the billionaire is readying to ramp up her political spending. Adelson said during the 2024 GOP primary that she wouldn’t endorse or financially support a candidate in favor of allowing the Republican electorate to decide who should challenge President Joe Biden.

The primary is long over, yet Adelson hasn’t contributed to Trump’s 2024 campaign. He needs cash, as the costly lawsuits against him play out.

Adelson and her husband poured more than $524 million into Republican campaigns and PACs between 2011 and 2022.

Biden Outpacing Trump

According to the FEC, Biden has significantly more cash on hand than Trump. The incumbent has around $130.8 million in funds to spend on his 2024 campaign, while Trump is said to have around $66.7 million.

Adelson, of course, can singlehandedly push Trump above Biden, assuming the Democrats’ largest donors, including George Soros and Michael Bloomberg, don’t do the same with hefty donations to the president.

Trump will be without the support of Americans for Prosperity, the super PAC controlled by the Koch network. The group backed Nikki Haley during the 2024 GOP presidential primary. The Koch network is controlled by Charles Koch, one of the world’s richest individuals who has long been a Republican supporter, but a Trump foe.
