Florida Puts the Squeeze on Illegal Slots

Florida regulators are ramping up enforcement against illegal slot machines at adult arcades, TCPalm reports.

The recently formed Florida Gaming Control Commission (FGCC) wrote cease-and-desist letters to at least six arcades in Tallahassee last week. The letters warned them their operations were illegal and that they would face large fines unless they shut down.

FGCC Executive Director Lou Trombetta told TCPalm that his organization is beginning to close the arcades in coordination with local law enforcement agencies.

Florida Politics reported that staff at one venue, the MVM Arcade on Apalachee Parkway, escaped via a back exit when FGCC officials and a Leon County deputy sheriff knocked on the door last week.

The door was eventually opened by an oblivious gambler, who also quickly made himself scarce when he realized what was going on, leaving his credits in the machine.

Rise Since Pandemic

Slot machines are illegal in Florida outside the Seminole Tribe’s six Indian reservations and certain pari-mutuel facilities in Broward and Miami-Dade counties.

Since the pandemic, there has been a marked increase in new arcades springing up in strip malls or in vacant stores throughout the state, although exactly why is unclear. Nor is it clear how many such operations currently exist in Florida.

The Seminoles have long complained that the state doesn’t do enough to combat gambling operations that it believes transgresses its exclusivity on casino gaming. Until the creation of the FGCC in 2021 as a condition of a compact with the Seminoles, there was no state agency dedicated to monitoring and enforcing the law against illegal slots operations.

Last July, the state budget began allocating funding for the commission. Trombetta said he’s currently recruiting 15 law enforcement officers who will focus on shutting down illegal machines in coordination with local agencies. The FGCC website has also begun to collect consumer complaints about the operations.

They don’t play by the same rules,” Trombetta said of the illegal operators. “It’s very unfair to the good players in the business.”

He noted that unlike legal operations, the arcades lack consumer protections, including rules about mandatory payout percentages, which is a minimum of 85% in Florida. Moreover, they may not pay state taxes and could be contributing to organized crime, he warned.

Allied Veterans Scandal

The last major crackdown on illegal gambling machines came in 2013 after the legislature banned sweepstakes machines and cafes.

The effort uncovered a $300 million racketeering, illegal gambling, and money laundering operation linked to Allied Veterans of World Inc. The organization ran sweepstakes cafés throughout Florida, but prosecutors said that very little of the $300 million in revenues from these businesses went to veterans.

Macau Maintains Recovery Momentum, April Gaming Revenue Totals $1.82B

Macau casinos maintained their recovery momentum in April as gross gaming revenue (GGR) continued to rebound from the COVID-19 pandemic.

Macau’s Gaming Inspection and Coordination Bureau revealed Monday that the region’s six commercial casino operators won MOP14.72 billion (US$1.82 billion) in April 2023. That marks a 16% month-over-month improvement from March.

April 2023 was 450% richer for the casinos than April 2022 when GGR totaled just $332 million. April 2022 was Macau’s worst month in terms of gaming income since September 2020, as the enclave was reeling from its most significant coronavirus outbreak of the entire pandemic.

Macau’s economy has been on a pandemic rebound since China President Xi Jinping announced in late November he would be ditching his “zero-COVID” policy that had been scorned by many foreign leaders and international cooperatives such as the World Health Organization.

Macau Bounce Back

Macau’s gaming recovery comes about two years after other major casino markets, including Nevada and Las Vegas, experienced their own.

China’s efforts to eliminate COVID-19 by isolating infected persons and locking down cities among even small outbreaks proved unsustainable. Amid public unrest and widespread protests, Xi finally agreed to lift “zero-COVID.”

Health officials in December and early this year worried Xi’s lockdowns over the past three years suppressed herd immunity and could result in mass COVID-19 causalities with “zero-COVID” being ditched. After case counts soared in the immediate aftermath of “zero-COVID,” much of China and its two SARs finally returned to a sense of normal. Macau is one of two Special Administrative Regions in China along with Hong Kong.

In January, Macau was given the go-ahead to end its pandemic-related entry procedures. The enclave was opened to all of the mainland, plus Hong Kong and Taiwan, with no border rules in place such as testing or quarantine mandates. The Chinese casino hub is additionally open to foreigners, but they must still present a recently conducted negative COVID-19 test for entry.

Business in Macau has been good since January and April only further improved on the gaming resurgence.

March 2023 marked Macau’s best gaming month since January 2020, and April turned out to be even better. Through the first four months of 2023, GGR totaled $6.12 billion, up 141% year over year.

US Tensions

Macau is open to the world but US officials continue to caution citizens about venturing into the country and its casino enclave. US Department of State officials say China continues to subjectively enforce laws on foreigners that threaten travelers’ safety.

“Reconsider travel to the People’s Republic of China (PRC), including the Special Administrative Regions of Hong Kong and Macau, due to arbitrary enforcement of local laws,” a China Travel Advisory issued by the US State Department reads.

US citizens traveling or residing in the PRC, including the Hong Kong SAR and the Macau SAR, may be detained without access to US consular services or information about their alleged crime. US citizens in the PRC may be subjected to prolonged interrogations and extended detention without due process of law,” the notice added.

The US is a minor feeder market for Macau. In 2019, the US accounted for just 200K visitors to Macau of the record 39.4 million travelers who ventured into the enclave that year.

Philadelphia 76ers Center Joel Embiid Doubtful for Game 1 of East Semis

The Philadelphia 76ers reported that center Joel Embiid could miss Game 1 of the NBA Eastern Conference semifinals against the Boston Celtics due to a right knee injury.

The #3 76ers needed only four games to knock out the #6 Brooklyn Nets in the opening round. However, Embiid sustained a knee injury in Game 3. Without Embiid in Game 4, the 76ers defeated the Nets, 96-88, to complete a sweep.

The 76ers finally revealed that Embiid suffered a lateral collateral ligament (LCL) sprain. However, Shams Charania from The Athletic reported that Embiid’s injury was more serious than a Grade 1 LCL sprain.

During the regular season, the 76ers went 11-5 without Embiid in the lineup. In this year’s postseason, the 76ers are 1-0 without Embiid.

The #2 Boston Celtics and 76ers meet in the Eastern Conference semifinals. The Celtics host the first two games on their home court in the best-of-seven series. The Celtics needed six games to knock out the pesky #7 Atlanta Hawks in the opening round.

The #8 Miami Heat upset the #1 Milwaukee Bucks in the first round, and now the Celtics are the best-remaining seed in the Eastern Conference playoffs.

Embiid “Probably Doubtful” to Start Series

The first game of the conference semifinal tips off on Monday night, or 11 days after Embiid’s last game. If he sits out Game 1 against the Celtics, he could have almost two weeks of rest before Game 2 on Wednesday.

Doctors looked at him, and he didn’t do anything today,” said head coach Doc River. “I’ll say this, if I was betting, I would probably say doubtful for at least Game 1, but we’ll see.”

“Embiid’s history of playing through injuries and pain shows it can be fluid depending on his progress,” reported Charania. “He has been able to do some individual spot-up shooting the past several days and will be evaluated daily.”

In four of the last five postseasons, Embiid had some injury. The 2020 playoffs were the only time Embiid was 100% healthy, but the 76ers were swept in the first round. The 76ers never made it past the conference semifinals in the other four instances. Embiid’s health contributed to all of their disappointing exits in 2018, 2019, 2021, and 2022.

Embiid is the betting favorite to win his first MVP award after losing out to center Nikola Jokic from the Denver Nuggets in the previous two seasons. Embiid led the NBA in scoring this season while averaging 331. points, 10.2 rebounds and 4.2 assists per game.

In three playoff games, Embiid averaged 20.0 points, 11.3 rebounds, 4.0 assists, and 2.3 blocks per game.

Betting the 76ers/Celtics in Game 1

Oddsmakers opened Game 1 with the Celtics as a -6.5 favorite. The point spread moved to -9 after multiple outlets reported that Embiid could miss the series opener.

The 7ers are the best betting team in the NBA this season, including the playoffs, with a 50-34-2 record against the spread. During their sweep of the Nets, the 76ers went 3-1 ATS in the first round.

The Celtics are the fourth-best betting team, with a 50-38 ATS record. They went 4-2 ATS in the first round against the Hawks.

According to DraftKings, the Celtics are the favorite to win the series at -450 odds and advance to the Eastern Conference Finals. The 76ers are the underdog to win the series at +350 odds. FiveThirtyEight predicts that the Celtics have a 59% chance to win the second-round series, and the 76ers have a 41% chance to advance.

Forward Jayson Tatum leads the Celtics in scoring by averaging 27.2 points, 10.0 rebounds, 5.3 assists, and 1.2 blocks per game in the postseason. Guard Jaylen Brown had a sensational opening round by averaging 26.7 points while shooting a phenomenal 51.5% from 3-point range.

Point guard Tyrese Maxey emerged as the leading scorer for the 76ers after he averaged 21.8 points per game in the first round while shooting an impressive 50% from 3-point range. Forward Tobias Harris averaged 20.3 points and 8.8 rebounds per game against the Nets, but he shot a blistering 57.1% from beyond the 3-point arc.

Shooting guard James Harden had a quiet opening round, but the 76ers did not need him to provide an offensive punch because the other starters stepped up. Harden averages 17.3 points, 8.8 assists, and 1.5 steals per game. He also knocked down 42.4% of his 3-pointers.

Futures Update: Celtics Outright Betting Favorite

The Celtics are the consensus favorite to win the 2022-23 NBA championship at +120 odds at DraftKings. When the regular season ended, the Celtics were +320 odds to win the title and second on the NBA futures board behind the Bucks.

FiveThiryEight predicts that the Celtics have a 47% chance to make the NBA Finals with a 32% chance to win the championship.

The 76ers are currently +950 odds to win the championship, which is a downtick from +75 0odds last week after they swept the Nets in the first round.

FiveThirtyEight gives the 76ers a 31% chance to reach the NBA Finals, with only a 20% chance to win the title.

With only four teams remaining in the east, the Celtics are the favorite to win the Eastern Conference crown back-to-back postseasons at -225 odds. The 76ers are the second team on the conference futures board at +425 odds, and they’re ahead of the New York Knicks (+650) and Miami Heat (+1000).

MGM’s Casino Resort in Osaka Japan Approved by Central Government

mgms_casino_resort_in_osaka_japan_approved_by_central_governmentThe Prime Minister of Japan announced Friday that a key committee had approved the development of an integrated resort casino (IR) in the Prefecture of Osaka.

Prime Minister Fumio Kishida heralded the decision by the Minister of Land, Infrastructure, Transport and Tourism’s review committee to greenlight after a meeting of the Headquarters for the Promotion of Integrated Resort.

MGM Resorts will participate in the operation and own a significant portion of the project along with Orix Corporation, a Japanese financial firm that is listed on the Tokyo and New York stock exchanges. The two firms will reportedly control equal 40% shares.

The resort will be operated by a newco. The consortium will include about 20 local companies.

Long Road to Arrive at Osaka Casino Resort

The central government’s approval comes after years of struggles and delays as there were initial hopes that the supporting legislation and approval could happen in enough time before the 2020 Tokyo Summer Games to capture revenue from the surge in tourism.

However, it wasn’t until 2018 when the Japanese Diet (parliament) finally authorized the construction of integrated resorts (after supporting legislation was passed in 2016) as part of a tourist resort. Several more years passed as the complicated framework was hammered out and the proper political coalitions could be found. The law, originally championed by former Prime Minister Abe finally came into effect in 2021.

The massive casino resort complex on the man-made island of Yumeshima in Osaka Bay will not be opened before the ward of Osak holds the World Expo in 2025. While the target date and final build cost estimates are certain to change over time, it is now expected to cost some US$10 billion to build with an opening anticipated in 2029 or 2030. Current cost estimates range between $8.5m and $13.5 billion (¥1.8 trillion).

Most multi-billion dollar casino developments around the world are allowed to open a temporary casino prior to full completion of the surrounding resort amenities, but Japan is a law unto itself when it comes to such matters. It’s currently unclear how the hotels and conference centers, shopping malls, museums, and ferry terminal will be phased in or if the casino will be allowed to open after certain benchmarks are achieved.

While several regions across the country were initially open for proposals, in recent years it has boiled down to Osaka and possibly Nagasaki. The 2018 legislation authorized the building of up to three IRs.

Already More than 7,000 Gambling Parlors in Japan

While this will be Japan’s first legal casino, gambling on Pachislo slots or pachinko machines that resemble vertical pinball games has always enjoyed a carve-out as a cultural exception. Players left as much as ¥14.6 trillion yen in those machines as of 2021.

More than 7,000 parlors featuring those games are scattered across the county, particularly in high foot-traffic areas such as near train stations. Other forms of gambling that were allowed before the casino bills passed include horse racing, motorboat, and motorcycle racing, bicycle race betting, and a restricted form of soccer betting as well as a lottery.

The MGM/Orix resort is expected to bring around 20 million visitors a year to the area who are expected to spend as much as $8.5b (¥1.14 trillion) each year once the full resort is open. Peak employment for the entire facility is expected to reach as high as 15,000.

Japanese citizens will have to pay a fee for every 24 hours they spend in a casino and there is a cap on the number of times one can visit. Family members will be able to request that any member be excluded from entering the premises.

Nagasaki is Still “in the running”

Asian media reports indicate that while Nagasaki is still “in the running” for a second IR for Japan, that issue didn’t come up at Friday’s meeting. However, GGRAsia reports that it has confirmed with local officials that the authorities in Nagasaki are still in discussions with central government officials about its plan for a casino resort.

The Nagasaki casino resort would be located in Sasebo City next to Huis Ten Bosch theme park, according to currently known plans.

In announcing the IR’s approval, Prime Minister Kishida said: “The Minister of Land, Infrastructure, Transport and Tourism has decided to certify Osaka’s area development plan. Osaka’s IR will contribute to the development of the Kansai region after the 2025 Osaka-Kansai Expo and to the growth of Japan. It is expected that it will become a tourist base that spreads the charm of Japan to the world.”

Earlier, Brian Sandoval President of Global Gaming Development at MGM Resorts said: “We want to provide guests with a new IR destination experience that is uniquely Japanese. Japan is advanced in technology innovation. It is also known as the best in class in terms of hospitality, rich in arts, culture, and food. We respect the spirit of “Omotenashi” and Japanese vibrant traditions. We have already learned so much from Japan that we have been able to export to other markets in which we operate.”

Cyberattack – 14 Canadian Casinos Shut Down Since April 16

cyberattack_14_canadian_casinos_shut_down_since_april_16Canada’s Gateway Casinos & Entertainment Ltd. has officially confirmed that the company has been the subject of a cyberattack. All 14 of the company’s casinos in the province of Ontario were shut down starting with Casino Rama Resort which closed on April 16th. The casinos were hit with a ransomware attack that reportedly created an IT outage.

When Casino Ramma was shut down abruptly at about 1 p.m. CDT on Sunday the 16th, the company only said that an IT outage was to blame, not what caused the outage. All gaming operations were shut down with the company statement reading only: “Gateway casino sites across Ontario experienced a system-wide IT outage.”

Restaurants, Hotel Still Open at Casino Rama

The casino’s Instagram feed most recently stated: “Casino Rama Resort’s Hotel, Balance In Life Spa, Weirs, and St. Germain’s restaurants remain open. St. Germain’s is open Wednesday – Sunday.”

Very little more information was meted out over the next several days until Gateway announced the reasoning behind the closures on Friday, nearly a week later. The company now says that it has no knowledge of any confidential or private information being compromised. Investigation of the incident is still underway with many of the firm’s 7,000 employees being idled.

iHeart Radio was reporting on Friday that all casinos would remain shuttered indefinitely while cyber professionals do their work to reassure the integrity of the systems.

The Chris de Burgh concert scheduled for Friday was postponed until April 27. The Quiet Riot, Warrant, and Helix concert scheduled for Saturday was reset to October 7. All tickets purchased through My Club Rewards and Ticketmaster will be valid on the new dates. No mention of refunds was made. The event center st Casino Rama can seat up to 5,000 people.

The Friday announcement confirmed that a criminal breach had occurred and that all of the casinos would remain closed through the weekend at a minimum. As of Sunday evening, no change had been announced.

The company website still stated the following which was initially posted on Friday, April 21: “Gateway Casinos and Entertainment locations in Ontario will remain closed through the coming weekend as we continue to work on resolving a cybersecurity incident and put in place the plans for reopening at each location. While we cannot confirm a re-opening date at this time, we continue to work with all relevant parties to do everything we can to restore our IT systems, reopen our sites, and get our employees back to work.”

Not all cash has stopped flowing for the company however as 15 other casinos in different provinces remain open.

Catalyst Capital Group is the company’s majority stockholder and gateway manages the gaming venues for the respective provincial governments where they operate, sharing revenues with them which is used for the common good.

The company announcement also stated: “We want to reiterate that we have notified the relevant privacy officials, law enforcement, and government regulators about the cyber incident.”

30 Year History in Canada

Last year, Gateway celebrated 30 years of participation in the gaming and entertainment business in Canada. Casino Rama opened on July 31, 1996, and remained open continuously until forced to shutter operations during the world health emergency in 2020.

The company said it is working “with third-party experts” around the clock 7 days per week “to determine if there has been any impact on personal information in this case,”

Oddly enough, just a few days prior to the cyberattack, Global News ran an article warning of the increased risk of Russian cyberattacks on Canada in response to the country’s support of Ukraine. While there is no indication yet that Russian state actors are responsible for the most recent attack on a Canadian business it has been identified as a criminal hacking group and that ransom was demanded. Gateway has not confirmed or denied whether it paid and was hit anyway.

Pro-Russian groups have taken credit for several recent cyberattacks in Canada, including on Prime Minister Trudeau’s website and the websites of the Port of Québec and Laurentian Bank.
