Mississippi Casino Project in East Biloxi in Jeopardy, Jackson Gaming Bill Rescinded

It was a busy week in the Mississippi State Capitol regarding gaming matters. One powerful lawmaker proposed allowing a commercial casino resort in Jackson, while other legislation stands to block a proposed $300 million gaming development on the Gulf Coast.

Mississippi House Ways and Means Committee Chair Trey Lamar (R-Lafayette) on Monday introduced a bill motioning to allow a casino in Jackson, the state capital. The pitch seemingly faced long odds from the onset, as Mississippi’s gaming industry for decades has been confined to the Coast and Mississippi River.

Lamar’s casino pitch would have allowed the stakeholders behind the state’s current commercial casinos to bid on a resort opportunity in the state capital. Mississippi is currently home to 12 casinos on the Gulf and 14 along the Mighty Mississippi. The state is also home to three Native American gaming facilities.

Lamar quickly fielded pushback for his enthusiasm to bring a casino to the central part of the state. After determining that he didn’t have the votes needed in the 122-member chamber, the Republican folded and rescinded the bill, but says he will resume the fight next year.

Vicksburg Opposition

Jackson is Mississippi’s most populated city with about 144K residents.

Named for General Andrew Jackson, a war hero in the War of 1812’s Battle of New Orleans who subsequently became the seventh president of the United States, Jackson’s population continues to decline. The U.S. Census Bureau says Jackson saw the largest exodus between the 2010 and 2020 censuses of any major US city.

Lamar’s casino bill projected that a gaming resort would generate more than 1,000 jobs and provide new local tax revenue for city improvement projects. But casinos in Vicksburg and state reps from the city located about 50 miles west of the capital — the closest gaming destinations — were quick to oppose Lamar’s capital city casino campaign.

The Coast may survive it, but there’s no way anybody else could,” said House Leader Robert Johnson (D-Natchez) of a Jackson casino’s impact on current gaming markets.

“It would have been devastating,” added Rep. Oscar Denton (D-Vicksburg).

Tide Lease Bill

After Hurricane Katrina, the state amended its riverboat laws to allow land-based gaming along the Gulf. However, the brick-and-mortar gaming spaces must be located within 800 feet of the 19-year mean high water line average.  

The Mississippi Supreme Court last year ruled that counties along the Gulf have the authority to sell lands that butt up against tidelands that are owned by the state. They can do so without first obtaining a tidelands lease from the state. The vital ruling paved the way for businessman Ray Wooldridge’s long-stalled casino project at the intersection of Veterans Ave. and Beach Blvd. to move forward.

As a result of the ruling, state lawmakers are considering legislation that would require casino sites to have state tidelands leases. The bill is currently in a House conference committee that’s trying to iron out differences between the two legislative chambers.

Along with Woolridge’s development, the legislative outcome could determine whether a $300 million casino scheme called Tullis Garden in East Biloxi advances. The developers of the project have an agreement with Biloxi to purchase the eight-acre site from the city, which would include access to the tidelands to qualify the project for gambling.

The state’s current gaming interests are thought to be lobbying for the state tidelands bill to give Jackson more control and prevent further competition from coming to the Gulf. Gross gaming revenue along the Gulf Coast last year was down nearly 1%.

SOFTSWISS Finds Slot Games Capturing 80 % Share of Online Casino Market

SOFTSWISS, a renowned supplier of certified software solutions, analyzes the trends in the online casino gaming industry to find out that slot games continue to hold the largest share in the online casino market. SOFTSWISS has measured the recent performance of Slot Games, Live Dealer Games, and Crash Games segment to reveal that the Slot Games segment still covers around 80 percent of the online casino market.

For the purpose of the study, the provider of one-stop-shop casino and aggregation platforms and other solutions to international operators analyzes more than 300 customers and around 16,500 games. The study used parameters such as the gross gaming revenue and handle achieved by the SOFTSWISS Game Aggregator platform in 2023 and the beginning of 2024. The research finds that slot games took an 85.56% market share in 2023 and an 83% share at the beginning of 2024. This segment is therefore expected to stay above 80% in the forthcoming period.

Top-Performing Titles

But Push Gaming’s Retro Tapes took over the lead at the beginning of 2024 to move Pragmatic’s title to the second and third place, respectively.

Live Dealer Games

This type of games gained popularity over the subject period. Unlike slots, these games attract players ready to place larger bets and contribute to the handle with a lower bet count than slots. Therefore the average bet placed on card games in 2023 was 49.95€, compared to 0.75€ average slot bet placed on the SOFTSWISS Game Aggregator over the same period.

The most popular games from the category were roulette and card games. The segment was ruled by live casino games such as Crazy Time in 2023 and Prive Lounge Blackjack 5 at the beginning of 2024. Crash Games Category

This segment of the online gaming market follows the live casino games segment in terms of gross revenue generated in 2023 and the beginning of 2024. In 2023, the most popular crash game was Aviator by the Spribe studio, to be replaced by other titles in 2024. The trend testifies about the dynamics of this market segment and the continuously evolving player preferences.

Playboy Club Casino Dancer Hired by Sketchy Lawyer Receives Damages

A former dancer at London’s Playboy Club Casino was recruited as a legal secretary by a male lawyer who was a patron at the venue.

But the woman, who had been working at the casino while studying for a post-graduate diploma in Law, was never paid for her subsequent work. Instead, she was told her new employer was “God” and that she was an “obedient little slave creature,” according to tribunal filings. Employment Judge Anne Martin described the case as “extraordinary.”

The woman, referred to only as “BR” during the tribunal, has been awarded £18K (US$23k) compensation for injury to feelings, nearly £5K (US$6K) in unpaid wages, plus £5K interest.

High-End Law Firm

BR was approached by the now-deceased lawyer, referred to in filings only as “AD,” at the Playboy Club. He invited her to work as his own personal secretary at Eldwick Law, a London-based boutique disputes law firm that deals with high-end clients. At the time, AD was a consultant lawyer at Eldwick.

BR claimed she was offered a base salary of £14K (US$18K) per year for four days a week, plus a bonus of 10% of everything she billed and received, plus 5% of what AD billed and received.

AD told her that her background in London nightlife would be an asset as she would be able to entertain and work alongside high net-worth clients and accompany them to swanky restaurants and bars.

He made the “God” and “slave” comment via a WhatsApp message, explaining that it was the only way she could “fulfill her potential.”

The tribunal heard that after researching Eldwick, BR was excited about the possibility of working with them.

But on her first day, as she headed to Eldwick’s offices, AD called her and told her to come to his house instead. Subsequently, she either worked there or from home.

Harassment and Victimization

Ultimately, BR never went to the firm’s offices, met any of its employees, or received a contract from Eldwick. An earlier tribunal ruled that she had never been employed by Eldwick and therefore was not liable for any compensation from the firm. Instead, she worked for AD, although she did not receive any payment from him.

BR accepted that she had been “rather naïve” throughout the process.

The tribunal found the deceased lawyer to have been in breach of contract, in breach of his duty to provide a written statement of employment, and was guilty of sexual harassment and victimization.

Ultimately, AD was arrested by police after he went to BR’s house and assaulted her and her four-year-old son, according to tribunal filings.
